The Ministry of Home Affairs issued a Plan to evaluate and select young cadres to participate in the Project to train and foster a source of young leaders.

According to the Plan, young cadres, subject 1: Maximum 10 civil servants and public employees of the Ministry holding the position of Deputy Director of Department or equivalent or higher, under 45 years old at the time of submitting application to participate in the selection of Project cadres. Young cadres, subject 2: Maximum 45 civil servants and public employees of the Ministry under 40 years old at the time of submitting application to participate in the selection of Project cadres.

General criteria: Young cadres must meet at least one of the following two general criteria: (1) Be assessed by the employing agency or unit as having qualities, practical capacity, prestige, aspiration to contribute and development prospects. (2) 03 consecutive years immediately preceding the year of selection must have completed tasks well or better, including 01 year of excellent task completion.

Regarding specific criteria, being assigned to directly advise on the drafting of at least 02 legal documents or scientific research topics, projects at the ministerial level or higher that have been accepted and issued (including at least 01 legal document); for young cadres recruited according to Decree No. 140/2027/ND-CP dated December 5, 2017 of the Government on policies to attract and create a source of cadres from excellent graduates, young scientific cadres, with outstanding qualities, ethics, and abilities that are assessed by the agency or unit as outstanding or have participated in drafting at least 01 legal document or participated in a group of scientific research topics, projects at the ministerial level or higher that have been accepted and issued.

For units that do not have the function and task of drafting legal documents, civil servants and public employees must meet the general criteria of being assessed by the employing agency or unit as having qualities, practical capacity, prestige, aspiration to contribute and development prospects.

For units with functions and tasks of drafting legal documents, but at the time of registration for the examination and selection of Project staff, they have not directly participated in drafting legal documents or have participated but have not yet produced any products, the unit is requested to commit that during the time of participating in the Project staff, they will send civil servants and public employees to participate in drafting and editing legal documents.

Time for reviewing applications and announcing the list of qualified candidates for testing and selection: Completed before April 23, 2024.

Time for drawing speech topics: Before May 10, 2024.

Announcement of list of eligible participants in the Project: May 22, 2024.

Presentation content: Staff will draw 01 topic from the topic bank according to the field of work.

Presentation time: 10 - 20 minutes. Time to answer situational questions: 10 - 20 minutes. Officers who score 70 points or more will be recognized as meeting the requirements and standards of the Project officer.

* Previously, on May 10, 2023, the Party Committee of the Ministry of Home Affairs issued Decision No. 14/QD-BCSĐ approving the Project "Training and fostering young leaders at all levels for the period 2023 - 2026, with a vision to 2030".

According to the Project, the specific goals of Phase 1 (2023 - 2026) are:

Building and creating a source of young cadres to participate in the Project: Young cadres for subject 1: The number is actually synthesized through screening of cadres who meet the standards prescribed by the Project. Young cadres for subject 2: 40 - 45 people who meet the standards prescribed by the Project.

Strive to send 100% of young cadres of the Project to participate in training and development domestically or abroad in political theory; expertise, skills and profession.

Propose planning and appointing cadres after participating in training and fostering courses and meeting the prescribed standards and conditions, specifically: Propose competent authorities to consider and appoint young cadres who meet the conditions and standards to hold positions 1 level higher than the current position and strive to supplement the planning of Deputy Ministers: at least 01 cadre belonging to subject 1 of the Project. Consider and supplement young cadres belonging to subject 2 of the Project to the planning of Department-level and equivalent leadership; at the same time, strive to appoint 10% of young cadres belonging to subject 2 of the Project to hold leadership and management positions at Department-level and equivalent.

Phase 2 (2026 - 2030), continue to implement resource creation and training and development as in Phase 1.

Propose to appoint cadres after participating in training and fostering courses, specifically: Propose competent authorities to consider and appoint young cadres who meet the conditions and standards to hold positions 1 level higher than the current position and strive to supplement the planning of Deputy Minister positions: at least 1 cadre belonging to subject 1 of the Project. In addition, consider and supplement young cadres belonging to subject 2 of the Project to the planning of Department-level and equivalent leadership; at the same time, strive to appoint 20% of young cadres belonging to subject 2 of the Project to hold leadership and management positions at Department-level and equivalent.
