Digital interaction channel for government and people
Since October 2022, Phan Thiet City has put the IOC Center into operation. This is considered the "digital brain" of Phan Thiet, playing an important role in monitoring, commanding and operating all activities of the city. With the ability to collect, standardize, analyze and process data, IOC provides timely information, effectively supporting the city's leaders in directing, operating and implementing political tasks. At the same time, the Center is also an effective tool for specialized departments, offices and People's Committees of wards and communes to monitor and advise.
Ms. Tran Thi Trung Trinh - Chief of Office of the People's Council, People's Committee of Phan Thiet City said: Currently, IOC Phan Thiet includes 9 main subsystems: On-site reflection; Socio-economic reporting; Monitoring press and media information on cyberspace; Security and order surveillance cameras; Traffic safety violation surveillance cameras; Monitoring and operating the health sector; Monitoring and operating Education - Training; Monitoring Public Administration; and Smart Tourism. These subsystems are the core foundation of the center, helping the city enhance its ability to manage and operate effectively and promptly.
The Field Feedback Subsystem at the Phan Thiet Smart City Operation Center (IOC) is considered the "heart" of the system, a direct bridge between people, businesses and the government. This is a tool to receive, verify, manage and monitor the processing of feedback from the community, helping to improve the interaction between the government and people in a faster and more effective way. With the mobile application "Phan Thiet - S", people can easily send feedback and recommendations to authorities without having to come directly. This application also provides current news, helping people monitor the progress of handling feedback. The city has organized training for agencies, units and People's Committees of wards and communes on the processing process, and at the same time widely disseminated in the community to encourage people's participation in city construction.
The remarkable results from the Field Feedback Subsystem show the initial success of the system. To date, there have been more than 17,000 installations of the "Phan Thiet - S" application, along with more than 3,700 user accounts. The IOC Center has also received 1,104 feedbacks from people, of which 1,025 feedbacks have been thoroughly resolved and 79 feedbacks are in the process of being processed. Notably, the satisfaction rate from people reached 85%, with 834/984 positive reviews. The birth of the Field Feedback Subsystem has completely changed the way people and the government interact. If in the past, people had to go directly to state agencies to give feedback, now they only need to open the application, all feedback information will be sent immediately, helping the reception and processing process take place more quickly, contributing to the construction of the City. Improve urban management efficiency
For the Socio-Economic Reporting subsystem at the Phan Thiet IOC Center, socio-economic information is provided in the form of dynamic charts, helping city leaders easily update and manage development indicators. The system supports forecasting the progress of task implementation, thereby proposing timely solutions. In addition, the system also allows exporting data to build periodic reports and serve important meetings, improving the efficiency of city management and operation.
Phan Thiet's security and order surveillance camera system is becoming the "magic eye" protecting the peace of the city. With 6 high-altitude cameras, 17 medium-range cameras and 38 cameras spread across wards and communes, this system not only closely monitors the security situation but also collects, analyzes and stores data on environmental sanitation and illegal land encroachment. For example, since the Smart Urban Operations Center came into operation and installed the surveillance camera system, land management along DT.706B route (from Km7 + 436 to Km24 + 360) in Thien Nghiep commune and Phu Hai, Ham Tien, Mui Ne wards, Phan Thiet city has been significantly improved. The People's Committees of wards and communes have increased patrols, detected and promptly handled cases of encroachment and illegal construction on cleared land plots, ensuring more effective management of land under State authority.
The special feature of this system is its smart features such as fire detection and early warning, helping authorities respond promptly to incidents. In recent times, high-altitude cameras have played an important role in ensuring security for major events such as the Lunar New Year fireworks festival and the opening ceremony of the 2023 National Tourism Year at NovaWorld Phan Thiet...
Thanks to the support of IOC, Phan Thiet City is gradually improving urban management, improving people's lives and promoting sustainable development. In the coming time, the Center will continue to upgrade and integrate new subsystems to serve the city's comprehensive development goals.
