Vietnam Maritime Electronic Information Company Limited is required to direct the coastal information station system to regularly monitor closely, update, immediately process information and promptly notify the location, developments and direction of movement of the tropical depression so that vehicles, captains of ships and boats operating at sea know, proactively avoid, escape or not move into the danger zone.
Vietnam Maritime Search and Rescue Coordination Center is ready with forces and means to participate in search and rescue when ordered.
In response to rain and floods in the provinces from Thanh Hoa to the North, the Ministry of Transport requested the Vietnam Road Administration to direct road management units to coordinate with local authorities to organize on-duty, traffic flow, assign guards, set up buoys, barriers, and signals at flooded areas, overflow tunnels, broken roads, and landslides.
At the same time, organize traffic diversion and guidance, prohibit roads at dangerous locations (underpasses, overflows; deep flooded areas, fast-flowing water, landslides; bridges, ferries across rivers with high flood levels...) on national highways in areas affected by floods, resolutely not allowing people and vehicles to enter these locations, to ensure traffic safety.
In addition, prepare adequate spare materials, arrange machinery, equipment and human resources in key locations that are frequently prone to landslides to proactively overcome and ensure traffic in the fastest time.
The Ministry of Transport noted that the implementation of flood recovery and traffic safety measures must ensure the safety of people, construction equipment and construction items. Special attention should be paid to construction items in areas prone to landslides and constructions in mountainous areas that are prone to sudden floods.
Vietnam Railway Authority and Vietnam Railway Corporation direct units to strictly implement the patrol and guard regime at key works, locations, and key areas such as: weak bridges and roads, areas prone to flooding; areas prone to flash floods, steep mountain passes, falling rocks, landslides, railway areas downstream of dikes, irrigation dams, reservoirs, etc. to promptly have response plans or stop trains to ensure traffic safety and construction safety.
Departments of Transport are required to closely coordinate with road management areas, road and railway maintenance management units, and local authorities in overcoming incidents caused by rain and floods, organizing traffic flow, ensuring traffic on authorized national highways and local roads under management, and having plans to arrange vehicles and equipment to promptly support people passing through flooded areas.
The Ministry of Transport also requires agencies and units to organize 24/7 duty and regularly report to the Ministry of Transport's Steering Committee for Disaster Prevention and Control.
According to the National Center for Hydro-Meteorological Forecasting, a tropical depression (TLD) is operating in the sea area east of Luzon Island (Philippines). At 10:00 a.m. on September 16, the tropical depression has coordinates of 17.1 degrees North latitude, 124.4 degrees East longitude with winds of level 6-7, gusting to level 9.
It is forecasted that in the next 24 hours, the tropical depression will move west at a speed of 15-20km/h, level 7 intensity, gust level 9 and is likely to strengthen into a storm.
