In 2025, higher education institutions will continue to organize competency assessment exams to obtain admission results, because the Law on Higher Education allows universities to be autonomous in admissions. However, the Ministry of Education and Training will strengthen inspection and supervision of these exams.
"Ability assessment exams must be consistent with the 2018 General Education Program"
At the conference summarizing the high school graduation exam for the period 2020-2024 held today, October 31, Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training) - said that the organization of the high school graduation exam from 2025 ensures the requirements of properly assessing students' abilities, ensuring reliability, honesty, and using exam results to consider recognizing high school graduation.
At the same time, the exam results also serve as a basis for evaluating the teaching and learning process in schools and localities; providing reliable, honest, and differentiated data for universities and vocational education institutions to use in enrollment.
Regarding admission based on high school graduation exam results and other exams in accordance with the 2018 General Education Program, Mr. Chuong proposed fairness in using high school graduation exam scores for admission consideration:
When using high school graduation exam scores for admission, it is necessary to ensure fairness if using multiple subject combinations (admission combinations) for admission to the same major.
The fact that schools use many early admission methods has narrowed the admission quota based on high school graduation exam scores. Many students with high exam scores still fail to pass their favorite exams, creating a negative social psychology for thousands of candidates and their parents.

Proposal to announce admission results early after May 31 every year
According to statistics from the Ministry of Education and Training, schools use a total of more than 20 admission methods, mainly early admission (by academic transcripts, international certificates, assessment of ability, thinking, combination...).
There are currently about 10 aptitude and thinking tests organized by universities nationwide. Of these, the tests of the two national universities and Hanoi University of Science and Technology have the most candidates and are used by many schools for admission.
In 2023, of the more than half a million university admission candidates, about 2.57% will be admitted based on their scores in separate exams.
Faced with this situation, Director Huynh Van Chuong proposed: "The time to announce early admission results should be after the end of the program and school year plan, which is May 31 every year. The benchmark scores for early admission methods should be announced after this time, to avoid affecting the high school graduation exam and students' studies."
