The Ministry of Education and Training has just issued a Draft Circular promulgating the Regulations on considering and recognizing junior high school graduation, which stipulates that each year, the number of times a student is considered to graduate from junior high school is no more than twice, as decided by the Department of Education and Training. Thus, this is a new point different from before, when the management agency only considered junior high school graduation once.
The conditions for secondary school graduation also stipulate that the student's age must not exceed 21 years old.
Learners are recognized to have completed the general education program at secondary level or the continuing education program at secondary level within 9 years as prescribed.
Students who have not been recognized as having completed the junior high school program in the 9th grade because their academic results for the entire school year are classified as "Unsatisfactory" or their academic performance for the entire year is classified as weak or poor can register with the school to have their subjects re-evaluated or register for training during the summer vacation of that school year to be re-evaluated and recognized as having completed the junior high school program according to the regulations of the Ministry of Education and Training.
Students are not recognized as having completed the secondary school program if they miss more than 45 classes during the 9th grade school year.
The draft also stipulates that students who have not been recognized as having completed the junior high school program will be absent from school for more than 45 days in the 9th grade school year. However, students can register with the educational institution to retake 9th grade to be considered for graduation recognition.
This draft circular also removes the provisions on excellent, fair, and average classification of junior high school graduation certificates. Instead, students who are recognized as graduates will be granted a diploma without classification.
Regarding the process, each educational institution with students applying for recognition of secondary school graduation establishes a Graduation Recognition Council. Based on the educational institution's graduation recognition application, the Council organizes the graduation recognition for the students. The Council makes a record of the secondary school graduation recognition and a list of students proposed for graduation recognition.
The management, issuance, editing, revocation and cancellation of secondary school diplomas are carried out according to regulations of the Ministry of Education and Training.
