On February 14, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 126 of the Politburo of the Secretariat on a number of contents to continue to arrange and streamline the organization and apparatus of the political system in 2025.
The Politburo and the Secretariat requested to study the orientation to continue to reorganize and eliminate district-level administrative levels; orientation to merge some provincial-level administrative units.

Accordingly, the Politburo and the Secretariat requested agencies, units, and localities to continue implementing tasks and solutions on restructuring and streamlining the apparatus, ensuring the right roadmap and progress.
The Politburo and the Secretariat require that the process of arranging the organizational apparatus must be fair and objective in the spirit of "from selecting people", retaining capable officials, not allowing "brain drain", not allowing complicated internal problems to arise, and not affecting the organization of party congresses at all levels.
The Politburo and Secretariat requested that grassroots congresses be held in March, and model congresses at the grassroots level directly above the grassroots level in the beginning of the second quarter of 2025.
The Central Organizing Committee will study, advise on amending and supplementing relevant regulations on personnel work to suit the practical situation, and report to the Politburo and the Secretariat in June 2025.
The Central Inspection Commission presided over and coordinated with the Central Organizing Committee to prepare content and advise on the organization of 19 inspection delegations of the Politburo and the Secretariat to work with 69 Party Committees, Provincial Party Committees, and City Party Committees directly under the Central Committee to grasp the situation, urge, inspect and promptly guide and remove obstacles.
Abolish district level in the entire political system
To continue to arrange and perfect the organization and apparatus of the political system in 2025 and the 2025-2030 term, the Politburo and the Secretariat assigned the Government Party Committee to direct the Government Inspectorate Party Committee and relevant agencies and units to urgently complete the project to reorganize the inspection system and report to the Politburo at the meeting on February 18, 2025.
The Politburo and the Secretariat also requested to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, and relevant Party committees and organizations to study the orientation to continue to reorganize and eliminate the intermediate administrative level (district level).
At the same time, develop a plan to continue to arrange the commune level in accordance with the new organizational model, propose the organization, functions, tasks, powers and responsibilities of the commune level; and orient the merger of a number of provincial administrative units.
At the same time, propose policies to amend and supplement relevant legal regulations and Party regulations, and report to the Politburo in the third quarter of 2025.
The Government Party Committee is also assigned to lead, direct the review, assessment and reorganization of the activities of party organizations in corporations, general companies and state-owned commercial banks in the direction of transferring grassroots party committees (enterprises) under the party committees of corporations and general companies to be directly under the local party committees according to the production and business areas (report to the Secretariat by the end of the second quarter of 2025).
The Politburo and the Secretariat assigned the Central Public Security Party Committee to preside over and coordinate with relevant agencies and provincial and municipal Party Committees to lead and direct the timely implementation of the project to organize the police at three levels, without organizing district-level police.
Assign the Party Committees of the Central Party agencies to lead and direct the Party Committees of the Supreme People's Court and the Party Committees of the Supreme People's Procuracy to research and advise on the agency model (court, prosecutor's office) in the direction of eliminating the intermediate level (district level); report to the Politburo in the second quarter of 2025.
The Central Military Commission shall preside over and coordinate with the Central Organization Committee, the Government Party Committee, the National Assembly Party Committee, and relevant Party committees and organizations to study the orientation for continuing to reorganize the military organization (including the organization of district-level military agencies); propose to supplement and amend relevant Party mechanisms and policies and State laws, and report to the Politburo in the third quarter of 2025.
Reorganize political and social organizations and mass organizations
The Central Propaganda and Mass Mobilization Commission is assigned to preside over and coordinate with the Central Organization Commission, the Government Party Committee, Party committees at all levels, and Party organizations to study and orient the arrangement of local press agencies in the direction of merging radio and television agencies under the provincial People's Committees into the press agencies of the provincial and municipal Party Committees directly under the Central Government.
Assign the Party Committee of the Fatherland Front and central mass organizations to coordinate with the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee and the Party Committees of socio-political organizations and mass organizations at the central level assigned by the Party and the State to lead and direct a general review of the functions, tasks, and organizational structure of affiliated agencies and organizations, especially press agencies, to ensure unified management and effective operations in the direction of maximum streamlining, maintaining only really necessary units, and reporting to the Politburo in the second quarter of 2025.
At the same time, research the orientation to continue rearranging socio-political organizations and mass organizations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front (in sync with the current party organizational structure), and report to the Politburo in the third quarter of 2025.
The Politburo and the Secretariat also assigned the Document Subcommittee and subcommittees of the 14th Party Congress to absorb relevant contents on the arrangement of the organizational apparatus, orientations for perfecting the organizational model of the political system to include in the draft documents of the Congress on policies and orientations for amending and supplementing the Party Charter, Platform, and Constitution (if necessary) to have a basis for implementation in the next term.
