At the 12th session of the 10th term of the Ho Chi Minh City People's Council, 2021-2026 term, held on the morning of November 11, Ms. Nguyen Thi Le, Chairwoman of the City People's Committee, read the introduction of Mr. Pham Thanh Kien, Secretary of the District 3 Party Committee, for the delegates to elect to hold the position of Vice Chairman of the City People's Council.
The vote counting results showed that the delegates of the Ho Chi Minh City People's Council unanimously elected Mr. Pham Thanh Kien to hold the position of Vice Chairman of the City People's Council.
Speaking about his action program, Mr. Pham Thanh Kien believes that he has favorable conditions, information, and understanding of the city's situation to contribute to building a civilized, modern, and humane city.

If elected as Vice Chairman of the HCMC People's Council, Mr. Pham Thanh Kien pledges to always build a spirit of solidarity and high unity in the Standing Committee of the City People's Council, the City People's Council Committees, and actively participate in the activities of the City People's Council. He will, together with the Standing Committee of the City People's Council and the City People's Council Committees, carefully prepare the content of the meetings.
Mr. Kien also committed to promptly deploying work within his authority to concretize Resolution 98 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
Mr. Pham Thanh Kien was born in 1971, his hometown is Bac Lieu province. He has a Master's degree in Party Building and State Administration, a Bachelor's degree in Administration, a Bachelor's degree in Law, and a Bachelor's degree in Politics (Philosophy).

Mr. Kien started his work from 1994 to 1995, as a specialist at the Ho Chi Minh City Government Organization Department.
From August 1995 to November 1997, he worked as a specialist at the Economic Department of District 1.
From November 1997 to March 2000, Mr. Kien worked as a specialist at the Office of District 1 People's Committee.
Mr. Kien was admitted to the Communist Party of Vietnam on February 3, 2000.
From March 2000 to February 2001, Mr. Pham Thanh Kien worked as Deputy Head of the Department of Administrative Organization of District 1.
From March 2001 to May 2003, he was Secretary of District 1 Youth Union.
From June 2003 to June 2005, he worked as Deputy Head of District 1 Internal Affairs Department.
From June 2005 to July 2009, Mr. Pham Thanh Kien was a member of the District Party Committee and Chairman of the People's Committee of Ben Thanh Ward, District 1.
From July 2009 to December 2013, he was a member of the Standing Committee of the District Party Committee and Vice Chairman of the People's Committee of District 1.
From December 2013 to October 2015, he was Deputy Secretary of the District Party Committee and Chairman of the People's Committee of District 1.
From October 2015 to December 2015, he held the position of Deputy Director of the Department of Industry and Trade of Ho Chi Minh City.
From January 2016 to July 2020, Mr. Kien was a member of the City Party Committee and Director of the Department of Industry and Trade of Ho Chi Minh City.
Mr. Pham Thanh Kien is a member of the City Party Committee, Secretary of District 3 Party Committee from July 2020 to present.
