Sharing about this, Mr. Nguyen Quoc Toan, Standing Deputy Secretary, Chairman of the People's Council of Tran Yen district, former Head of the Bat Do bamboo and shoot steering committee of the district, said that the previous Bat Do bamboo and shoot planting program was "aimed" at those with influence.

According to Mr. Toan, planting Bat Do bamboo shoots was a new program at that time and it was very difficult to mobilize people to plant. Mr. Toan and the committee's officials had to go directly to the villages to mobilize and the first "targeted" subjects were commune officials, party cell secretaries, village elders, and prestigious people. At first, these people could only plant half a hectare or 1 hectare and then mobilize and guide people to plant.

According to Mr. Toan, if there were no party cell secretaries, party members, and village chiefs working first, Tran Yen district would not have been able to have concentrated bamboo shoot growing areas and developed economy like it does now. Sharing the same view with Mr. Nguyen Quoc Toan on the important contribution of the Party cell secretary at the grassroots level, Mr. Vu Duc Thuan, Secretary of the Muong La District Party Committee, Son La province emphasized: "The role of the secretary is to convey the entire mechanism, policies and good economic models to the community."

Sharing the same view of “aiming” at the secretary, village chief, and prestigious people in orientation and direction, Vice Chairman of the People’s Committee of Dong Van district, Ha Giang province, Mr. Nguyen Van Chinh cited the role of the secretary and village chief of Lo Lo Chai. According to Mr. Chinh, the secretary and village chief here are the locomotives pulling the whole village up, creating a model that is highly appreciated by domestic and international tourists, creating a reputation for Dong Van district, Ha Giang province, and in recent years as well as at present, they continue to be the leading factor.

Regarding concerns about the Party cell secretaries doing business as well as the role of Party cell secretaries in economic development, Vice Chairman of Son La Provincial People's Committee Nguyen Thanh Cong analyzed that Party members or Party cell secretaries are often the pillars of the family, and must also work with family members to do household business, grow mangoes, grow longan, raise livestock, etc.

"They also have to maintain their reputation with the community. If they do business, they have to be fair, otherwise they will be reported by the people," Mr. Toan explained.

Leaders of districts such as Quynh Nhai, Muong La (Son La), Dong Van (Ha Giang) also had similar answers to the comments made in Vi Xuyen and Tran Yen.

Regarding this issue, Deputy Head of the Propaganda Department of Ha Giang Provincial Party Committee Dang Ai Xoan said that in general, in social life, there are cases where Party members and Party cell secretaries violate the law in the process of doing business. Faced with this general situation, Ha Giang emphasized that Party organizations must require Party members to do private business in a legal and legitimate manner and report to the Party Committee and authorities.

Every year, the provincial Party Committee issues a general leadership document on improving the quality of Party cell activities, orienting the building of Party cells according to specific requirements, and at the same time providing detailed instructions to create a corridor for Party members to do business, helping Party cell secretaries and Party members avoid making regrettable mistakes.

The provinces we visited, such as Son La, Ha Giang, and Yen Bai, do not have separate mechanisms, policies, or special regulations for village secretaries.

“There is no separate policy for Party cell secretaries. Party cell secretaries or village chiefs who are implementing national target programs do not receive any separate allowances. It must be recognized that they are truly dedicated people who contribute without calculation,” said Mr. Nguyen Van Chinh, Vice Chairman of Dong Van District People’s Committee.

Also mentioning this issue, Mr. Nguyen Quoc Toan, Standing Deputy Secretary, Chairman of the People's Council of Tran Yen district (Yen Bai) said that if the Party cell secretary also holds the position of village chief, the senior assistant salary is only over 5 million VND, so with the development of the household economy, many Party cell secretaries are confident in taking on social and community work.

In fact, the Party cell secretaries who are good at economics that we have had the opportunity to meet do not care much about this. What localities can do is to create opportunities for party secretaries and village chiefs to attend training courses, visit and study models in neighboring districts or other provinces, and at the same time organize commendations and recognition of the contributions of exemplary party cell secretaries...

To further enhance and promote the role of secretaries at the grassroots level, according to Mr. Bui Thai Son, Deputy Secretary of Quynh Nhai District Party Committee, in addition to organizing and training, it is possible to organize competitions for excellent party cell secretaries, create playgrounds and forums for secretaries to learn from each other, share experiences and models of work...

According to Mr. Son, this November, localities will begin implementing personnel planning for the new term and Quynh Nhai District Party Committee plans to comprehensively train new Party cell secretaries and village chiefs next year.

Mr. Son said that the district also aims to rejuvenate the team of young party cell secretaries. “With young party cell secretaries, activities are also more diverse and dynamic,” Mr. Son expressed.

Sharing about the election of new Party cell secretaries, Mr. Nguyen Thanh Xuan, Deputy Head of the Organizing Committee of Yen Bai Provincial Party Committee, said that personnel work must ensure the standards and regulations of the Central and the province.

Regarding the question of whether candidates who are good at economics, have prestige and influence in the community have an advantage over other candidates in the upcoming congress to elect Party cell secretaries, Mr. Xuan said that Party members and Party cell secretaries who are good at economics and follow the Party's policies will have high prestige.

"If you are a poor party cell secretary, people won't listen to you, so you have to do business first," Mr. Xuan concluded.
