Closing of the 37th Session of the National Assembly Standing Committee

The National Assembly Standing Committee has completed all the contents of the 37th Session agenda. This is the session with the largest workload since the beginning of the year.

In his closing speech, National Assembly Chairman Tran Thanh Man stated that with a spirit of active, urgent, innovative, focused and highly responsible work, the National Assembly Standing Committee completed all the contents of the 37th Session agenda. This is the session with the largest workload since the beginning of the year.

At this meeting, the National Assembly Standing Committee reviewed and discussed 25 contents, focusing on preparations for the 8th Session of the 15th National Assembly.

Accordingly, the National Assembly Standing Committee gave opinions on 8 draft laws and 2 draft resolutions, including: Law on Chemicals (amended); Law on Corporate Income Tax (amended); Law on Special Consumption Tax (amended); Law on amending and supplementing a number of articles of the Law on Advertising; Law on Employment (amended); Law on amending and supplementing a number of articles of the Law on Health Insurance; Law on Teachers; Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army and 2 draft joint resolutions between the National Assembly Standing Committee, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the organization of meetings with voters of National Assembly deputies and People's Council deputies.

At the same time, the National Assembly Standing Committee reviewed and decided to adjust the Law and Ordinance Development Program. Accordingly, 3 draft laws and 1 draft resolution were added to be submitted to the National Assembly for consideration and approval at the 8th Session according to the 1-session process. The National Assembly Standing Committee will comment on these draft laws and draft resolutions at the October meeting before submitting them to the National Assembly.

The National Assembly Standing Committee reviewed the Report of the Supervisory Delegation, approved the Resolution on the thematic supervision on "Implementation of policies and laws on ensuring traffic order and safety from 2009 to 2023"; reviewed the Report on the results of the National Assembly's thematic supervision delegation on "Implementation of policies and laws on real estate market management and social housing development from 2015 to 2023".

The National Assembly Standing Committee also reviewed and commented on reports and submissions to the National Assembly at the 8th Session, including: State capital investment policy at the Joint Stock Commercial Bank for Foreign Trade of Vietnam; Project to establish Hue City under the Central Government; 2024 work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; Government reports; 2024 work report and 2025 audit plan of the State Audit.

In addition, the National Assembly Standing Committee reviewed, commented and decided according to its authority on 6 other contents: summarizing the 8th Extraordinary Session and giving opinions on the preparation for the 8th Session of the 15th National Assembly; the arrangement of district and commune-level administrative units for the 2023-2025 period of a number of provinces and cities; allocating the medium-term public investment plan using central budget capital for the 2021-2025 period and the 2024 capital plan for tasks and projects using the increased central budget revenue in 2022 that have completed investment procedures.

The National Assembly Chairman highly appreciated the submitting agencies and the agencies in charge of the review for their effective coordination, spending a lot of time, being receptive, listening, investing effort and intelligence to complete the dossiers and documents of the contents presented at the meeting. Members of the National Assembly Standing Committee and representatives of relevant agencies attended the meeting in full, actively discussed and analyzed the issues, and clarified many important issues.

The National Assembly Chairman stated: There is not much time left from now until the 8th Session, the National Assembly Standing Committee only has the regular meeting in October 2024 as the last meeting to review and consider all remaining contents before submitting to the National Assembly. As expected, the volume and content to be considered at this session is relatively large, considering 7 draft laws, 2 draft resolutions of the National Assembly, socio-economic and financial budget reports. The National Assembly Chairman requested that agencies focus highly and urgently complete documents to send to members of the National Assembly Standing Committee on time, ensuring time for research and preparation of comments. The Standing Committee of the Nationalities Council and the Committees closely coordinate with drafting agencies to ensure the progress and quality of projects and drafts submitted to the 38th Session as well as the upcoming 8th Session. "Absolutely do not adjust or withdraw from the session due to lack of preparation," the National Assembly Chairman emphasized.

Regarding the contents commented by the National Assembly Standing Committee at the previous session, the National Assembly Chairman requested that agencies urgently receive and complete documents to send to National Assembly deputies on time, no later than October 1; assign the Secretary General of the National Assembly and the Head of the National Assembly Office to coordinate with Government agencies to inspect and urge the implementation.

In case there are opinions on the time, discussion and approval process, and implementation methods for the session's contents, the National Assembly Chairman noted that it must be immediately informed to the Secretary General of the National Assembly to promptly receive the opinions of National Assembly deputies, and report to the National Assembly Standing Committee for comments at the October session. On that basis, it will continue to report to the competent authority for consideration before submitting to the National Assembly for approval at the preparatory session.

Emphasizing the need to carefully and thoroughly prepare the contents of the 8th Session, the National Assembly Chairman stated that our country is in the process of overcoming difficulties after storm No. 3, many issues need to be focused on to ensure acceleration, socio-economic development, national stability, especially in 2024 - 2025, striving to implement the Resolution of the 13th National Party Congress and striving to complete the 5-year socio-economic plan.
