Previously, through professional measures, the detectives discovered a number of subjects with signs of suspicion of illegal drug trafficking and were part of an inter-provincial drug trafficking ring through Lao Cai city. The provincial police leadership directed the Drug Crime Investigation Police Team (City Police) to coordinate with the Drug Crime Investigation Police Department (Provincial Police) to concentrate forces and means to quickly investigate, verify, and arrest subjects related to this ring.
With professional measures and information from reconnaissance sources, on May 28, the two subjects may move to Lao Cai city. Four reconnaissance teams were sent to key areas, intersections in and out of the city and places where the subjects may pass through. At about 9:45 p.m. on May 28, the working group of the Drug Crime Investigation Police Team (Lao Cai City Police) coordinated with the Drug Crime Investigation Police Department (Provincial Police), Lao Cai Ward Police on duty in the area of Phan Dinh Giot Street, Group 23, Lao Cai Ward, Lao Cai City, discovered two men sitting in the back seat of a car with license plate 89A - 348.72 with many suspicious signs. Four working groups of more than 20 soldiers approached, suddenly inspected, and caught red-handed two subjects: Pham Van Chien, born in 1982, residing in Do Xa village, Yen My town, Yen My district, Hung Yen province; Luong Quang Tuan, born in 1990, residing in Tu Duong village, Ly Thuong Kiet commune, Yen My district, Hung Yen province. Evidence seized at the scene included a black plastic bag containing 2 heroin cakes (weighing 695.54g).
The authorities have drawn up a record and brought the two subjects and the evidence to headquarters for further investigation and clarification.
At the police investigation agency, the two subjects confessed to having bought two heroin cakes from a man (unknown origin) and then brought them to Lao Cai to sell for profit. Before they could deliver the drugs to the customer, they were checked and arrested by the police force.
The Provincial Police Investigation Agency has taken samples for examination to continue investigating, clarifying and handling the subjects according to the provisions of law.
