Lesson 1: The whole country's determination to finish ahead of schedule

START EARLY, HIGH DETERMINATION

On October 5, 2024, the Government and the Central Committee of the Vietnam Fatherland Front organized a program to launch support for the elimination of temporary and dilapidated houses nationwide with the theme "Warm home for my people". The goal of the program is for all people across the country to live in "3 hard" houses (hard roof, hard floor, hard wall). As a humane goal of the Party and State, the Prime Minister's call at the launching ceremony is like a "call from the heart", arousing the tradition of mutual love and support, "the rich help the poor" of the nation, with the spirit of "whoever has something to contribute, whoever has merit contributes merit, whoever has property contributes property, whoever has a lot contributes a lot, whoever has little contributes little".

As a locality that is always at the forefront of social security work, in the period of 2020-2024, Ha Tinh has built more than 8,000 houses for people with meritorious services, poor households, near-poor households and families in especially difficult circumstances. However, there are still many families living in temporary and dilapidated houses. Therefore, when the humane policy of the Party and State was implemented, Ha Tinh quickly seized the opportunity, promptly taking urgent, methodical and flexible steps to soon ensure housing for the poor.

On November 12, 2024, the Provincial Party Committee issued Directive No. 50-CT/TU on strengthening the Party's leadership in implementing the elimination of temporary and dilapidated houses in the province and decided to establish a Steering Committee (SC) to implement the elimination of temporary and dilapidated houses in the province (SC 1056 of the province). After the provincial-level SC was established, 12/12 district-level SCs and 100% of commune-level SCs in the province were also quickly established, with the Party Committee Secretary as the head of the committee.

The Steering Committee for the implementation of eliminating temporary and dilapidated houses was soon established and directed resolutely, from which, all levels of sectors and the entire political system participated actively and responsibly.

With the strong direction from the Provincial Steering Committee 1056, all levels, sectors and the entire political system of the province have set high determination and actively and responsibly participated. With a large amount of work: 2,343 temporary and dilapidated houses that need to be "erased", Ha Tinh aims to complete the program before May 19 as a meaningful gift to celebrate Uncle Ho's birthday and welcome the Party Congresses at all levels for the 2025-2030 term.

Vice Chairwoman of the Provincial Fatherland Front Committee Ha Thi Viet Anh said: “To realize that determination, localities, departments, branches, the Fatherland Front and socio-political organizations have urgently developed a methodical plan, specific targets, directed strongly from the province to the grassroots, and quickly deployed related tasks. Through the Zalo platform, leaders of the Provincial Fatherland Front regularly grasp the situation from the grassroots to promptly direct, urge, and remove obstacles in the implementation process. Localities also update and report progress periodically every week, and at the same time coordinate with relevant departments and branches to urgently complete procedures according to regulations to start construction of houses for families to ensure progress and quality. At the same time, the Fatherland Front at all levels has strengthened propaganda and mobilized people from all walks of life to join hands in responding to the program; actively calling for and receiving resources; establishing monitoring delegations to ensure maximum effectiveness of support resources”.

In the 2021-2024 period, Ha Tinh has built more than 8,000 houses for people with meritorious services, poor households, near-poor households and families in especially difficult circumstances (photo 1) . Localities, departments, the Vietnam Fatherland Front and socio-political organizations have urgently developed a methodical plan, specific targets, directed strongly from the province to the grassroots, and quickly deployed related tasks (photo 2) .

The Party's will was determined, the people's consensus was reached, the Party committees, the government, the Fatherland Front and mass organizations focused on calling for resources to quickly implement the program. With flexibility in calling for resources, taking full advantage of relationships, all levels and sectors mobilized the cooperation and contributions of large corporations, enterprises, organizations, individuals and philanthropists at home and abroad to solve this "important" step. The "opening" and also the "push" to create great motivation and support for Ha Tinh at that time was the amount of 44.5 billion VND that units supported the locality to implement social security programs (granted on December 10, 2024). Of which, 34.5 billion VND was reserved for the program to eliminate temporary and dilapidated houses (Viettel Group 25 billion VND, Agribank 6 billion VND, Nam A Commercial Joint Stock Bank 3.5 billion VND). Up to this point, Ha Tinh has mobilized more than 145 billion VND (5.38 billion VND committed to support but not yet transferred). From this mobilized source, the Provincial Fund for the Poor Mobilization Committee has allocated the first phase of nearly 37.6 billion VND; the provincial budget has allocated nearly 46.2 billion VND.

By December 2024, the units had donated 34.5 billion VND to Ha Tinh specifically for the program to eliminate temporary and dilapidated houses.

In December 2024, Ha Tinh simultaneously started construction of 26 pilot houses to create an exciting and urgent atmosphere, encouraging the entire political system to participate. Many localities are clearly aware of this special political task, and even before the decision to allocate support funds from the province was made, they proactively took early steps to speed up the program's implementation progress.

MANY LOCATIONS PIONEERING WITH CREATIVE METHODS

As soon as the superiors issued a policy on eliminating temporary and dilapidated houses, Nghi Xuan district directed strongly and thoroughly reviewed the subjects from the grassroots level. At the same time, the Steering Committees at all levels were established and members were assigned to be directly responsible for each family from the survey, propaganda and mobilization stages, monitoring, urging, promptly grasping problems and difficulties; establishing a Zalo group to exchange and report progress regularly. At the same time, the entire political system also joined in strengthening propaganda and supporting people to effectively implement the program with the view of absolutely not leaving out any house for any reason.

In Xuan An town (Nghi Xuan), the 70m2 house of Mr. Nguyen Trung Nghia (born in 1962, residential group 11) is being rushed to complete before April 30. As a poor single-parent household, suffering from mental illness and his wife's death, Mr. Nghia's situation is extremely difficult. For many years, he has lived in a makeshift, dilapidated house built on his maternal grandparents' land. When his wife died, the land had not been transferred to Mr. Nghia's name, so the approval of support for building a house for him encountered difficulties and could not be implemented. In order to implement the policy of eliminating temporary and dilapidated houses this time, the locality has actively participated, mobilizing family members to meet and discuss to agree to legalize land use rights for Mr. Nghia; at the same time, implementing legal procedures to approve support for building a house. The Fatherland Front and other organizations, neighbors encouraged, motivated, supported with materials, working days... Thanks to that, his house was started to be built in early March 2025.

Mr. Le Tien Hai - Chairman of the Vietnam Fatherland Front Committee, Deputy Head of the Standing Committee of the Nghi Xuan District Temporary Housing Elimination Steering Committee said: "With strong and responsible direction, up to now, 47/63 houses for poor and near-poor households and 38/42 houses for meritorious people have been started. With the current favorable conditions, the district strives to complete the program before April 30, 2025".

Even at the time when funding had not been allocated, some localities took the initiative to take the lead, step ahead, and implement practical tasks to promptly start construction. For example, Huong Son district, with a total of 192 houses for poor and near-poor households eligible for support for new construction and repair (141 newly built houses, 51 repaired houses), up to this point, the whole district has started construction on 183 houses, of which 28 houses have been completed and put into use. For 87 houses (eligible for support for new construction or repair) for people with meritorious services, although there have not been instructions and approval decisions from all levels and sectors, the district has proactively made a list and sent it to the Provincial People's Committee and related sectors for approval. Up to this point, 60/87 houses have started construction. In addition, the District Steering Committee also directed localities to expand the review of a number of households in difficult circumstances (not subject to the program) living in temporary housing to promptly have support plans appropriate to actual conditions.

Huong Son district proactively took the lead, stepped forward, and implemented tasks suitable to reality.

Mr. Luong Quoc Tuan - Secretary of the District Party Committee, Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Huong Son District said: "With the motto "no one is left behind", the district will speed up the progress of housing construction for eligible groups, and continue to mobilize resources to support families in difficult circumstances who are living in temporary houses and need to build houses but do not have support sources, striving to complete the project on schedule set by the province".

As a mountainous district, Huong Khe has up to 291 temporary and dilapidated houses that need to be rebuilt or repaired. The implementation of the program has encountered many difficulties due to many factors such as: remote location, difficult terrain, increasing construction costs; the concept of the appropriate time to break ground and build houses is still heavy for some families; many households are sick, ill... However, according to Mr. Thai Phuc Son - Chairman of the District People's Committee, Deputy Head of the Standing Committee of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Huong Khe District, determined to complete the important political task, contributing to the completion of the common goal, the District Steering Committee has assigned agencies and units to act as focal points to sponsor and support, especially families with few people, the elderly, the sick, and the infirm. At the same time, mobilize resources, maximize the effectiveness of support sources; arrange the budget to support families in especially difficult circumstances, unable to build houses. Up to this point, Huong Khe has started construction on 179 houses (nearly 62%), of which 12 have been completed and put into use. During this "final" phase, the Steering Committee regularly coordinates with local authorities to inspect and urge families and related units to take advantage of favorable weather to speed up the implementation progress.

THE STEERING COMMITTEE FOR THE ELIMINATION OF TEMPORARY AND DISASTER HOUSES IN THE PROVINCE (STEERING COMMITTEE 1056) AGREED TO COMPLETE THE ELIMINATION OF TEMPORARY AND DISASTER HOUSES IN THE PROVINCE BY MAY 19, 2025.

According to the report from the Provincial Steering Committee 1056, by March 25, the whole province had started construction of 924 houses for poor and near-poor households; 217 houses for policy families. Although many encouraging results have been achieved, in the first months of the year, in the context of simultaneously implementing major policies of the Central Government and the province, the progress of eliminating temporary and dilapidated houses in the whole province has not been as expected. At the meeting on March 14, 2025, Secretary of the Provincial Party Committee Nguyen Duy Lam - Head of the Provincial Steering Committee 1056 continued to emphasize that the housing support program for people with meritorious services, relatives of martyrs; eliminating temporary and dilapidated houses for poor and near-poor households is a particularly important political task. The Steering Committee unanimously determined that by May 19, 2025, Ha Tinh will complete the elimination of temporary and dilapidated houses in the entire province and requested members and supporting agencies to continue to enhance their responsibilities, take drastic and synchronous actions, concretize tasks, focus on the final stage, and be determined to achieve the set goals.
