Circular 29/2024 issued by the Ministry of Education and Training clearly stipulates cases in which teachers are allowed to teach extra classes in schools.
The Ministry of Education and Training issued Circular No. 29/2024 with the aim of specifying the provisions of the 2019 Education Law. The contents of the Circular are expected to limit the behavior of "forcing students to take extra classes" that has caused public outrage over the past time.

Cases in which teachers are allowed to teach extra classes
Regarding extra teaching and learning activities in schools, Article 5 of Circular 29/2024 stipulates that teachers are not allowed to collect money and can only organize extra teaching for the following 3 cases of students:
- Students whose final semester subject results are unsatisfactory;
- Students are selected by the school to nurture excellent students;
- Senior students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
Thus, students with good or excellent academic results and subject results of one of the two semesters close to each other at the passing level are not included in the cases where teachers are allowed to teach extra classes in schools. Except for students who are taking extra classes to participate in the excellent student exam or final year students who voluntarily register.
Meanwhile, Article 6 of the Circular does not specify which teachers are not allowed to teach outside of school. However, teachers who want to teach outside of school must report to the Principal or Director or head of the school about the subject, location, form, and time of teaching.
How are extra teaching and learning activities organized in schools?
In addition to the subjects participating in extra classes, Circular 29/2024 also stipulates that the arrangement of classes, assignment of teachers, arrangement of timetables and organization of extra teaching and learning in schools must ensure the following requirements:
- Extra classes are arranged by subject for each grade; each class has no more than 45 students according to the regulations of general school regulations;
- In one week, each subject will have no more than 2 additional periods (to ensure that it does not exceed the average number of periods of subjects according to the regulations of the general education program);
- Do not schedule extra classes to alternate with the regular curriculum (limiting the negative effects of forcing students to take extra classes);
- Do not teach additional subject content in advance of the school's educational plan.
At the same time, the school needs to base on the number of registered students to develop a plan to organize extra teaching and learning for each subject in each grade. Along with that, students who are eligible to participate in extra classes must write an application.
