Continuing the 31st Session, on the afternoon of March 15 at the National Assembly House, the National Assembly Standing Committee gave opinions on explaining, accepting and revising the draft Law on Social Insurance (amended).
Chairing the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that this draft Law is difficult in the process of designing policies.

At the 6th Session, there were 148 opinions from National Assembly deputies speaking in groups and 27 opinions from deputies speaking in the Hall, 8 deputies debating and 7 deputies sending written comments on the contents of the draft Law.
As assigned by the National Assembly Standing Committee, the Social Affairs Committee has closely coordinated with the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and branches to receive, revise and complete the draft Law. The National Assembly leaders assigned to monitor the draft Law also organized many working sessions with agencies to listen to reports and direct the reception and revision of the draft Law, demonstrating caution and high responsibility in the process of drafting the Law.
Vice Chairman of the National Assembly Nguyen Khac Dinh said that there are still 6 major issues in receiving, explaining and revising the draft Law on Social Insurance (amended), including: On the issue of receiving one-time social insurance for people who are not old enough to receive pension, do not continue to pay social insurance, have not paid social insurance for 20 years and have a request to receive one-time social insurance; on the impact of salary policy reform; on social insurance finance; on the organization of social insurance implementation in the electronic transaction environment; on measures to handle late payment and evasion of compulsory social insurance payment; on Supplementary pension insurance.

In addition, Vice Chairman of the National Assembly Nguyen Khac Dinh said that there are still some contents with different opinions on the regulation that business household owners are subjects participating in compulsory social insurance (Point m, Clause 1, Article 3); on the duties and powers of the Social Insurance Management Board (Article 19); on the management of social insurance fund investment activities (Articles 118, 119 and 120). In addition, the draft Report of the National Assembly Standing Committee also stated 52 contents to be accepted, explained and adjusted; 16 groups of new contents compared to the current Law.
As planned, after the National Assembly Standing Committee gives its opinion, the Social Committee will continue to complete the draft Law, submit it for comments at the Conference of Full-time Delegates before submitting it to the National Assembly for comments at the upcoming 7th Session .
