This afternoon, March 1, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong continued to chair a meeting on land and real estate to listen to reports on issues related to the land of Van Phuc Saigon Hospital Joint Stock Company, 13 land plots in District 1 of Ben Thanh Trading and Service Joint Stock Company, the project of Thanh Da Housing Development Joint Stock Company (Binh Thanh District), recommendations related to the 2nd floor - Area D of Phu Hoang Anh Apartment (Nha Be District), handling the existing problems of the Bay Hien Tower project (Tan Binh District), and the payment of the value of 288 apartments at Lot C of Thanh Thai Apartment (District 10).

According to the investigation of the reporter of Nguoi Lao Dong Newspaper, Thanh Da Housing Development Joint Stock Company is facing difficulties in the project of 8 Thanh Da Residential Areas (Binh Thanh District), which is part of the urban development and renovation plan in Ho Chi Minh City in the period of 2018 - 2020.

According to the plan, the project must complete construction of Lot 2 in 2019 and complete the remaining lots in 2020, but due to problems with the legal basis for implementing resettlement compensation, it has been delayed until now.

By the end of 2021, Ho Chi Minh City will only start compensation and resettlement for 2 lots with an area of ​​over 1.47 hectares for Thanh Da Housing Development Joint Stock Company to build new 40-45-storey buildings with a maximum of 1,750 apartments. The remaining 6 lots are still facing legal procedures, so compensation and site clearance cannot be implemented.

The Bay Hien Tower apartment project was approved in 2009 by Thang Long Construction and Trade Private Enterprise as the investor, then transferred to Long Hung Phat Company Limited.

After that, the adjustment of land use coefficients by Tan Binh District People's Committee and the Department of Construction had a difference, increasing the land use coefficient; at the same time, the investor violated the construction according to the drawings when planning to use the area of ​​public utilities to convert to commercial and service functions. Therefore, although the Department of Planning - Architecture and the Department of Construction have reviewed it, the problem has not been resolved, so people have not been granted certificates...

Regarding the payment of the value of 288 apartments at Lot C Thanh Thai Apartment (District 10), the investor, Long Giang Urban Development and Investment Joint Stock Company, has repeatedly requested to "consider, approve and guide the company to prepare documents to apply for certificates of land use rights and house ownership rights for the project and residents. However, due to many difficulties in the process of determining financial obligations, as well as difficulties related to the issuance of pink books, up to now, these households have not been granted certificates even though the investor has fulfilled its tax obligations.

The problems and disputes at Bay Hien Tower apartment building have been reported many times by Nguoi Lao Dong Newspaper.

Phu Hoang Anh Apartment (Nha Be District), invested by Phu Hoang Anh Joint Stock Company, has been in use for many years but has encountered problems related to disputes over pink books and house disputes between buyers and investors.

Specifically, in 2021, people who bought apartments on the 2nd floor - Area D of this apartment building were granted certificates of land use rights (red book), house ownership rights (pink book) and other assets attached to the land but were hindered by the Management Board and the Management Board, not allowed to use their apartments. The reason is that the investor created 6 more apartments on the 2nd floor. Meanwhile, according to the decision to approve the investment project to build "Phu Hoang Anh Building - Phase 1", this block was approved with 182 apartments, starting from the 3rd floor.

However, the additional apartments were still recognized and issued certificates by the Department of Natural Resources and Environment. The old Management Board said that the error was caused by the Department of Construction and the Department of Natural Resources and Environment, so they sent many requests in writing but they have not been resolved.

In addition, Ho Chi Minh City leaders will also listen and consider to remove obstacles in 13 land plots in District 1 of Ben Thanh Trading and Service Joint Stock Company and the land plot of Van Phuc Saigon Hospital Joint Stock Company.

This is the third meeting to resolve difficulties that Ho Chi Minh City leaders directly chaired to resolve difficulties for projects in the area. Previously, Mr. Bui Xuan Cuong also held a meeting with 18 real estate enterprises facing many difficulties and obstacles and directly met with investors of 7 projects to listen to reports and resolve difficulties.
