Proposal to borrow 147 million USD to upgrade the route connecting Can Tho - Hau Giang
The Can Tho - Hau Giang connecting route (National Highway 61C) will be upgraded to a 4-lane grade III delta road to enhance connectivity between Kien Giang, Hau Giang, Can Tho City and branch routes in the area with a total route length of 37.152 km.

The Ministry of Planning and Investment has just issued Official Letter No. 1319/BKHĐT requesting the Government leaders to consider approving the proposal for the Project to upgrade and expand the Can Tho - Hau Giang route (National Highway 61C) using ODA loans from the Japanese Government, with the People's Committee of Hau Giang province as the managing agency.
Specifically, the Project will upgrade and expand National Highway 61C to a 4-lane level III delta road with a median strip and a roadbed width of 23 m to enhance connectivity between Kien Giang province, Hau Giang province, Can Tho city and branch traffic routes in the area with a total route length of about 37.152 km.
The project's total expected loan capital from the Japanese Government is 21.82 billion yen, equivalent to 3,556.69 billion VND, equivalent to 147.03 million USD; the domestic financial mechanism for the Japanese Government's loan capital is full allocation.
In Official Dispatch No. 1319, the Ministry of Planning and Investment proposed that the Government leaders assign this ministry to notify the Japanese side about the approved Project Proposal and request to provide loan capital for the Project.
At the same time, the People's Committee of Hau Giang province is assigned to base on the approval of the Prime Minister's Project Proposal, receive opinions from relevant agencies and localities, coordinate with the Ministry of Planning and Investment, the Ministry of Finance to discuss and work with the Japan International Cooperation Agency (JICA) to prepare a Project Pre-Feasibility Study Report to submit to the competent authority to decide on the investment policy according to regulations.
The investment in the project to upgrade and expand the Can Tho - Hau Giang route (National Highway 61C) is extremely necessary and urgent to solve the immediate problem of people's travel in the area and to connect, develop the socio-economy, and facilitate the trade of goods.
The project also creates favorable conditions for the gradual completion of the planned traffic system, contributing to the socio-economic and cultural development of the Mekong Delta region in adaptation to climate change, in accordance with the Mekong Delta Regional Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister.
Previously, JICA expressed its interest and coordinated with Hau Giang Provincial People's Committee to survey and prepare the Project. Hau Giang Provincial People's Committee has begun to prepare and carry out procedures to submit the Project Proposal to competent authorities for approval since 2022; studied and received opinions from relevant agencies to complete the Project Proposal in the past time.
