5 new points to remove "bottlenecks" in paying for health insurance examination and treatment costs

On November 16, Deputy Minister of Health Tran Van Thuan chaired the Conference to implement Decree No. 75 amending and supplementing a number of articles of Decree No. 146 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance (HI).

The conference connects the central bridge from the Ministry of Health to the bridge of the Department of Health of provinces, cities and hundreds of hospitals across the country.

Speaking at the Conference, Deputy Minister Tran Van Thuan emphasized 5 new points of Decree No. 75 compared to Decree 146 in 2018.

First, supplement the subjects and support the health insurance contribution level for people in safe zone communes and revolutionary safe zones during the resistance war against France and the US; and ethnic minorities who have just escaped poverty according to Decision No. 861 dated June 4, 2021 of the Prime Minister.

Next, Decree 75 also added and increased the level of health insurance benefits, including increasing the benefit level from 80% to 100% of the cost of medical examination and treatment under health insurance for some groups of people with revolutionary contributions; adding the benefit level for the group of ethnic minorities who escaped poverty according to Decision 861 of the Prime Minister and a group of people according to the Ordinance on preferential treatment for people with revolutionary contributions.

Along with that, Decree 75 has made important changes in the regulations on payment of health insurance examination and treatment costs. The Decree has abolished the regulations on the total payment of health insurance examination and treatment costs, and implemented payment of health insurance examination and treatment costs according to the payment method according to service prices, which has been applied since January 1, 2019.

At the same time, regulations on the allocation of health insurance examination and treatment cost estimates to Vietnam Social Security and Social Security of provinces and centrally-run cities; notification of the estimated health insurance examination and treatment cost to medical examination and treatment facilities as a basis for planning the use of health insurance examination and treatment costs in the year, but not applying it as a basis for advance payment, payment, and settlement of health insurance examination and treatment costs of medical examination and treatment facilities in case of exceeding the estimated expenditure.

Decree 75 is said to have breakthrough regulations, removing "bottlenecks" in the payment mechanism for medical examination and treatment costs under health insurance.

Next, add regulations to strengthen the responsibility in implementing the health insurance policy of the Ministry of Health, medical examination and treatment facilities, and social insurance agencies to promote the implementation of solutions to control health insurance examination and treatment costs, manage and use the health insurance fund economically and effectively, and prevent abuse, waste, and profiteering of the health insurance fund.

Finally, Decree 75 also supplements and clarifies the method of paying health insurance premiums for some groups of subjects, amends medical examination and treatment procedures to comply with Government regulations on the use of level 2 electronically identified documents and electronic authentication, and amends some other technical contents.

"The innovative provisions of the Decree demonstrate the determination of the Government, the Ministry of Health and other ministries and sectors in improving the quality and effectiveness of health insurance examination and treatment, creating favorable conditions for health insurance participants, medical examination and treatment facilities and State management activities on health insurance; improving the effectiveness of management and use of the health insurance fund," Mr. Thuan emphasized.

According to Mr. Thuan, the leaders of the Ministry of Health have directed the Health Insurance Department to coordinate with relevant Departments and Agencies, and the Vietnam Social Security to urgently develop documents guiding the implementation.

On October 19, 2023, the Government issued Decree No. 75 amending and supplementing a number of articles of Decree No. 146 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance.

This Decree is considered to have breakthrough regulations, removing "bottlenecks" in the payment mechanism for health insurance examination and treatment costs to facilitate health insurance examination and treatment, ensuring the rights of health insurance participants .
