The report on the results of the Front's work in 2024 and the Program for coordination and unified action in 2025 of the Central Committee of the Vietnam Fatherland Front (VFF) clearly stated that the requirement to complete the country's development goals for the period 2025 - 2030 and by 2045 requires high determination from the entire political system and the response of all classes of people.
In that context, the requirement of the Front system in 2025 is to concretize the program and plan set out at the beginning of the term, focusing on choosing priorities, strongly innovating the content and methods of operation with 10 key tasks and 15 specific targets.
Looking back at 2024, it can be affirmed that the Vietnam Fatherland Front system has always proactively followed the Party's guidelines and policies, the State's policies and laws, the resolutions, directives and conclusions of the Party Central Committee, the Politburo and the Secretariat. In the process of implementing rights, responsibilities and action programs, the Vietnam Fatherland Front system continues to receive the attention, leadership and direction of Party committees at all levels, the increasingly close and effective coordination of the State and authorities at all levels; the active coordination and unified action of member organizations. The Vietnam Fatherland Front Committees at all levels and member organizations have always proactively innovated the content and methods of operation in a practical and effective manner to carry out the tasks set out in the plan as well as sudden and arising tasks; the efforts and enthusiasm of the Front's staff at all levels; the recognition, support, trust and response of all classes of people.
2025 is the final year of implementing the Resolution of the 13th National Party Congress, the 5-year Socio-Economic Development Plan 2021-2025; it is also the first year of implementing the Resolution of the Congresses of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029. With the requirement of completing the country's development goals for the period 2025-2030 and by 2045; requires high determination of the entire political system and the response of all classes of people. In that context, the requirement of the Front system is to concretize the programs and plans set out right from the beginning of the term, focus on choosing priorities, and strongly innovate the content and methods of operation.
10 key points
Accordingly, the focus of the Front's work in 2025 will be on the following contents:
Firstly: Propaganda and mobilization of all classes of people; thoroughly grasp and implement resolutions, directives and conclusions of the Central Executive Committee, the Politburo, the Central Party Secretariat, the National Assembly, the Government, local Party committees and authorities. Focus on thoroughly grasping and specifying the tasks under the responsibility of the Vietnam Fatherland Front Committees at all levels and member organizations in implementing Resolution No. 43-NQ/TW, dated November 24, 2023, the 8th Conference of the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy; Conclusion of the Politburo on continuing to implement Decision 218-QD/TW dated December 12, 2013 of the Politburo on the Vietnam Fatherland Front, socio-political organizations and the People participating in giving opinions on Party and government building.
Second: Focus on implementing the conclusions and directions of the Party Central Committee, the Politburo, and the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". The Central level develops and implements the following projects: Project on establishing the Party Committee of the Vietnam Fatherland Front directly under the Central Committee; Project on establishing the Party Committee of the Central Committee of the Vietnam Fatherland Front directly under the Party Committee of the Vietnam Fatherland Front; Project on innovating and reorganizing the apparatus of the Central Committee of the Vietnam Fatherland Front to be streamlined and operate effectively and efficiently.
Third: Organize propaganda, training, and implementation of the Resolution of the Congress of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front, term 2024 - 2029. Propaganda and organization of activities to celebrate the 95th anniversary of the founding of the Vietnam National United Front - the traditional day of the Vietnam Fatherland Front.
Fourth: Deploy tasks within the functions and duties of the preparation and organization of Party Congresses at all levels and the 14th National Congress of the Party. Organize comments on draft documents of Party Congresses at all levels and the 14th National Congress of the Party. Deploy preparations for the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term.
Fifth: Focus on implementing campaigns and emulation movements, focusing on responding to the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" nationwide in 2025. Continue to improve the quality of the campaign "All people unite to build new rural areas and civilized urban areas", the campaign "Vietnamese people prioritize using Vietnamese goods". Respond to and organize the implementation at localities, agencies, organizations, and units of activities to care for, support, and help the poor and vulnerable; relief and social security activities.
Sixth: Deploy the contents of the Action Program "Promoting the role of mastery and self-management of the people, building a united, prosperous and happy residential area".
Seventh: Improve the quality and effectiveness of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations according to Directive No. 18-CT/TW dated October 26, 2022 of the Central Party Secretariat. Focus on supervising the following contents: implementation of democracy at the grassroots level, implementation of democracy in agencies and units; implementation of administrative unit arrangement at district and commune levels for the period 2023 - 2030; work to prevent and combat corruption, waste, and negativity associated with the cultivation and training of ethics and lifestyle of leaders of Party committees, authorities, key officials, cadres, and Party members according to Party regulations, etc.; organize social criticism of draft laws in the law and ordinance-making program of the National Assembly in 2025 directly related to the legitimate rights and interests of the People, the organization of the state apparatus, and the rights and responsibilities of the Vietnam Fatherland Front. Promote participation in preventing and combating corruption, waste, and negativity; participate in Party and State building. Summarize 10 years of implementing the Law on the Vietnam Fatherland Front in 2015.
Eighth: Organize well the work of ethnic groups and religions; people's foreign affairs activities, work with overseas Vietnamese. Organize the implementation of the people's foreign affairs plan of the Vietnam Fatherland Front and the work with overseas Vietnamese of the Central Committee of the Vietnam Fatherland Front in 2025; of local Party committees, authorities, agencies and organizations.
Ninth: Continue to innovate the organization, content, and methods of operation, and improve the capacity of the Front's staff. Innovate and diversify the forms of organization and methods of gathering and mobilizing, focusing on the grassroots and residential areas. Improve the effectiveness of the Front's Working Committee in residential areas; promote the role of typical individuals, experts, advisory councils, and collaborators. Improve the effectiveness of coordination with agencies and organizations in the political system and member organizations. Focus on emulation work in social organizations assigned by the Party and the State.
The next task is to focus on deploying information technology applications and digital transformation in the Vietnam Fatherland Front system at all levels and member organizations.
15 specific targets
From the 10 key contents of the Front's work in 2025, the Standing Committee of the Central Committee of the Vietnam Fatherland Front also set out 15 specific targets for the system.
Accordingly, 100% of cadres of the Vietnam Fatherland Front Committee and member organizations at all levels are informed and propagated about the Party's guidelines and policies, the State's policies and laws, and the Front's Work Program.
Every quarter, 100% of the Vietnam Fatherland Front Committees at all levels and member organizations have reports promptly reflecting the people's situation and proposing solutions and directions for resolution; Strive for 100% of residential areas to organize the National Great Unity Day.
Along with that, 100% of the Vietnam Fatherland Front Committees of provinces, cities and member organizations have specific activities responding to the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025". Coordinate to complete the goal of eliminating temporary and dilapidated houses in 2025.
The Central Committee of the Vietnam Fatherland Front shall implement at least 3 programs and monitoring contents nationwide. Each socio-political organization shall organize at least 2 programs and monitoring contents nationwide. The provincial-level Vietnam Fatherland Front Committee shall organize at least 2 programs and monitoring contents.
The Central Committee of the Vietnam Fatherland Front provides social feedback on at least 4 draft laws and legal documents. Each socio-political organization at the Central level provides social feedback on at least 2 draft documents. The provincial-level Vietnam Fatherland Front Committee provides social feedback on at least 3 draft documents; the district and commune levels, based on the actual situation and needs, select appropriate content and forms of social feedback to organize and implement.
The Vietnam Fatherland Front at each level strives to hold at least two meetings to contribute ideas to the building of the Party, State agencies and the government at the same level. The Residential Area Front Committee contributes ideas to the Party cell committee and the Village Chief and the Head of the Residential Group.
100% of provincial Vietnam Fatherland Front Committees issue guidelines on content and criteria for united, prosperous and happy residential areas.
Strive for 50% of residential areas to form a self-governing model in the community.
Each residential area has at least 1 typical and specific project or work that contributes to building and serving the community (green, clean, beautiful, secure, orderly, safe, etc.), developing the local socio-economy, and improving the quality of people's lives.
The provincial Vietnam Fatherland Front Committee organizes at least one community cultural and artistic festival.
The provincial Vietnam Fatherland Front Committee organizes at least one activity to commend and reward people's self-management models in various fields.
100% implementation of the policies and resolutions of the Party Central Committee, completion of the review and reorganization of the organizational apparatus of the Advisory Agency assisting the Vietnam Fatherland Front Committee at all levels towards streamlining, effective and efficient operations.
Strive for at least 95% of commune-level Front officials and Heads of Front Work Committees to be trained in knowledge and skills of Front work.
100% of Vietnam Fatherland Front Committees at all levels deploy digital transformation activities and apply information technology in their operations.
To complete the 10 key tasks and 15 specific targets, the Vietnam Fatherland Front system at all levels needs to continue to closely follow the content of the 6 action programs set forth by the Resolution of the 10th National Congress of the Vietnam Fatherland Front, thereby strongly innovating the content and methods of operation, focusing on the grassroots, arousing the strength of great national unity, accelerating the country, breaking through into a new era - the era of striving to develop richly, prosperously and happily.
