Yen Bai - In order to support small and medium enterprises (SMEs) to participate in industry clusters and value chains using the central budget in Yen Bai province in 2025 in accordance with regulations, the Department of Agriculture and Rural Development has directed provincial departments, branches, sectors, and mass organizations; People's Committees of districts, towns, and cities, the Provincial Business Association, and related units to guide SMEs under their management authority on supporting SMEs to participate in industry clusters and value chains.

Accordingly, supporting SMEs to participate in industry clusters and value chains operating in the agricultural sector in Yen Bai province, simultaneously ensuring the criteria that enterprises are established, organized and operate in accordance with the provisions of the law on enterprises and meet the regulations on criteria for determining SMEs in Chapter II, Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government.
Total support budget: 300 million VND (Three hundred million VND). The source of funding to support SMEs is from the central budget. Support implementation time is in 2025.
The principles for implementing support are based on the ability to balance resources and prioritize support orientations in 2025. SMEs that submit their applications first will receive support first. SMEs owned by women, SMEs that employ many female workers, and SMEs that are social enterprises as prescribed by law will receive support first. In cases where SMEs simultaneously meet the conditions for different support levels within the same support content as prescribed in Decree No. 80/2021/ND-CP and other relevant legal provisions, the enterprise will be allowed to choose the most beneficial support level.
At the same time, the support contents for SMEs supported by the Department of Agriculture and Rural Development apply to micro-enterprises that meet the support conditions as prescribed. SMEs participating in industry clusters and value chains are entitled to the support contents as prescribed in Chapter IV and other support contents that do not overlap with the provisions in Chapter III of Decree No. 80/2021/ND-CP.
In addition, 3 SMEs will be selected to be supported to participate in industry clusters and value chains, including information support, brand development, connection and market expansion such as supporting costs for venue rental, booth design and setup, transportation of displayed products, travel expenses, food and accommodation expenses for business representatives participating in trade promotion fairs for events held domestically. Support level: Not exceeding 50 million VND/year/enterprise.
For SMEs carrying out procedures for trial production, inspection, appraisal, and quality certification, 100% of the costs for testing, inspection, appraisal, and certification of product and goods quality; and the cost of certifying quality management systems will be supported. Support level: No more than 30 million VND/year/enterprise. Number of enterprises: 5 enterprises.
Decision No. 2823/QD-UBND approving the Project to support small and medium enterprises (SMEs) to participate in industry clusters and value chains in the field of agricultural, forestry and fishery production and processing in Yen Bai province for the period 2020 - 2025. Strive to have 05 or more SMEs participating in industry clusters supported with the contents according to the Project each year. Strive to have 30 or more SMEs participating in industry clusters supported with the Project in the period of 2020 - 2025; each year, 05 or more value chains supported with the contents according to the Project. Strive to have 30 or more value chains supported with the Project in the period of 2020 - 2025; Each year, provide information to 20 SMEs participating in industry clusters and value chains about the need for connection, production and business on the provincial e-commerce trading floor; on the National e-commerce portal (ECVN) and on some e-commerce trading floors of the Department of Trade Promotion - Ministry of Industry and Trade; Support 05 enterprises/year to develop brands, gradually build brands; 10 enterprises/year to participate in domestic supply-demand connection conferences and fairs; 10 enterprises participated in foreign fairs in China, Taiwan, Japan, Korea and the EU to expand the product market of industry clusters and value chains. |
