TP - The Ministry of Education and Training has just announced the regulations for secondary and high school admissions. Compared to the old regulations, the new regulations have many notable changes.

Grade 6 admission needs to be objective and fair

For junior high school admission, in addition to primary school students, the circular adds that the admission subjects are students who have completed the illiteracy eradication program phase 2, within the age range for entering grade 6 according to the regulations of junior high schools, high schools and multi-level general schools. Junior high school admission is conducted by the selection method.

Admission criteria are specifically guided by the Department of Education and Training, ensuring fair, objective, transparent admission, suitable to the actual situation in the locality.

For secondary schools and general schools with many levels of education, including secondary schools belonging to universities, colleges, and research institutes, the admission criteria are directly managed by the university, college, or research institute or are implemented according to the instructions of the Department of Education and Training where the school is located.

Mr. Do Duc Que, Deputy Director of the Department of Secondary Education, Ministry of Education and Training, affirmed that the regulations on admission for grade 6 admission means ending the situation of high-quality, non-public schools organizing annual entrance exams in any form (exams on cultural subjects, competency assessment exams, etc.). How to conduct admission exams is the autonomy of the Department of Education and Training, universities, colleges, etc., directly managing them.

Recently, in Hanoi, some schools have organized competency assessment tests to enroll students in grade 6 such as Foreign Language Secondary School (University of Foreign Languages, Hanoi National University), Nguyen Tat Thanh Secondary School - High School (Hanoi National University of Education), Luong The Vinh Secondary School, Cau Giay Secondary School (Cau Giay District),...

Ms. Nguyen Huyen Trang, Principal of Foreign Language Secondary School, said that she is discussing and asking for opinions from the leaders of Foreign Language University (the governing body) to follow the instructions of the new regulations.

Mr. Do Duc Que, Deputy Director of the Department of Secondary Education, Ministry of Education and Training, affirmed that the regulations on admission for grade 6 will put an end to the situation where high-quality, non-public schools organize annual entrance exams in any form (exams on cultural subjects, competency assessment exams, etc.).

3 methods of 10th grade admission

For high school admission, the regulations of the Ministry of Education and Training stipulate that there are 3 methods of admission to grade 10, including: entrance exam, admission review or a combination of entrance exam and admission review.

The selection of admission methods is under the authority of the locality. For the entrance examination method for grade 10 high school, to ensure consistency and ensure the viewpoint of a light and inexpensive exam, the circular generally stipulates the implementation of 3 subjects and exams, including: Math, Literature and a third subject or exam selected by the Department of Education and Training.

Notably, the regulations stipulate: "The third exam subject is selected from among the subjects assessed by scores in the general education program at the secondary level, ensuring that the same third exam subject is not selected for more than 3 consecutive years."

The third exam or combined exam of a number of subjects is announced after the end of semester I but no later than March 31 every year.

Dr. Nguyen Phu Chien, Principal of the Foreign Language Specialized High School (University of Foreign Languages, Vietnam National University, Hanoi) is concerned that the Ministry of Education and Training stipulates that candidates must take 3 compulsory subjects prescribed by the Department of Education and Training every year (for localities that organize entrance exams) and 1 specialized subject.

But currently, in addition to the high school system under the Department of Education and Training, there are also specialized high schools under universities, colleges or research institutes such as the Foreign Language Specialized High School, the Natural Science Specialized High School (University of Natural Sciences, Vietnam National University, Hanoi), the Gifted High School (Vietnam National University, Ho Chi Minh City)... So, are schools allowed to determine the 3 compulsory subjects as prescribed by the Ministry?

The candidates for admission to these specialized schools come from many localities, each locality has a different method or third subject, so it is not possible to get the exam results from the locality. Mr. Nguyen Phu Chien stated the reality at the Foreign Language Specialized High School, which is organizing the 10th grade entrance exam in the subjects of Mathematics and Natural Sciences, Literature and Social Sciences, and Foreign Languages (specialized subjects).

The three subjects are still guaranteed according to the new regulations of the Ministry of Education and Training, but the difference is that they are not separated into Math, Literature, Natural Science and Social Science (the third subject) and the specialized subject is foreign language. In the past, candidates for admission to the school only had to take the exam in 1 session. But if following the new regulations of the Ministry of Education and Training, candidates must take the exam in 2 sessions.

Discussing this concern, Mr. Do Duc Que, Deputy Director of the Department of Secondary Education, Ministry of Education and Training, affirmed that specialized high schools under universities, universities, and the Ministry of Education and Training have the right to exercise autonomy according to the regulations of specialized schools. That is, universities and colleges are like a Department of Education and Training, in addition to the two compulsory subjects (Math, Literature), they have the right to decide on the third subject and specialized subjects.
