Ho Chi Minh City seeks to stabilize 6th grade enrollment

Although there is no official enrollment plan, nor a regulation on not implementing entrance exams by the Ministry of Education and Training, the leaders of the Ho Chi Minh City education sector affirmed that the priority is to stabilize the enrollment plan as before.


For nearly 10 years, secondary school enrollment in Ho Chi Minh City has been stable and implemented in 3 forms. In which, most secondary schools implement the form of enrollment by route (locality, i.e. GIS map), enrollment by route combined with priority criteria (if the number of students exceeds the enrollment quota) and enrollment combined with capacity assessment test. In fact, besides Tran Dai Nghia School, which often organizes capacity assessment tests for many years, most schools only conduct regular enrollment and consider additional criteria such as certificates of Foreign Languages, Information Technology, etc. However, in the last 2 school years, the number of secondary schools in Ho Chi Minh City organizing capacity assessment tests has increased significantly.

Specifically, in 2024, there will be 6 secondary schools organizing capacity assessment exams. In addition to Tran Dai Nghia School, which applies to all students in Ho Chi Minh City in need, there are 3 secondary schools in Thu Duc City, one school in District 7 and one school in Hoc Mon District. These schools only accept applications for admission from students in the area. The implementation of the capacity assessment exam follows a common standard managed by the Ho Chi Minh City Department of Education and Training, with the exam structure including many different knowledge. In addition to the above schools, in Ho Chi Minh City there are many other secondary schools following the advanced - integrated model, with the number of applications submitted higher than the enrollment target. However, these schools conduct admission by evaluating the transcripts of some subjects and the transcripts of the previous 5th grade year, along with some certificates of Foreign Languages ​​and Information Technology to screen and select students from top to bottom.

With the characteristics of a large urban area with high population density, while the enrollment quota of secondary schools following the advanced - integrated model is quite small (ranging from 150 - 250 students), in reality, the number of applications submitted is always 2 - 3 times higher than the quota. This situation leads to the fact that schools always have to have many plans to enroll students fairly as well as ensure good input quality. Last school year, it was recorded that in the group of schools that conducted the competency assessment test, the number of applications submitted was always 3 - 5 times higher than the number of students enrolled.

According to Mr. Nguyen Vi Tuong Thuy - Principal of Nguyen Van To Secondary School (District 10), the school teaches and learns according to an advanced model - international integration, so it is interested and highly appreciated by parents. In the past few years, the number of applications for grade 6 is always many times higher than the enrollment target (only 150 students). Because the school does not conduct competency assessment tests, it must select students based on primary school transcripts, along with certificates such as international foreign languages, information technology or even other criteria such as: Youth Union activities, sports, arts... to select the best students. This is the solution that many secondary schools with a number of students exceeding the target implement.

However, the actual report card score does not accurately reflect the student's ability as the comprehensive knowledge test. It is known that the admission to secondary school does not only take place in one day but is actually a learning process of students (primary level) and a stepping stone to the next level of education. Therefore, parents often carefully research the schools that their children can attend (location, quality, etc.) to have certain preparations, in order to meet the admission criteria set by the schools.

Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City said that currently, Ho Chi Minh City has not officially decided on the plan to implement the enrollment of secondary schools (grade 6). The Department is developing a plan and will submit it to the People's Committee of Ho Chi Minh City for official decision. It is expected that this plan will be decided in February 2025 and will be widely announced for parents and students to understand. In particular, priority is given to the proposal to continue implementing the enrollment plans as in the past so that parents and students can feel secure and not cause disruption.
