The Ministry of Education and Training plans to amend university admission regulations, including some content on early admission.
On the afternoon of November 22, the Ministry of Education and Training announced a draft circular amending and supplementing a number of articles of the regulations on university and college admissions for preschool education (hereinafter referred to as the university admission regulations). This includes content related to the early admission method.
The Ministry of Education and Training will adjust the regulations on early admission in the admission regulations.

Specifically, the Ministry of Education and Training plans to amend and supplement 2 clauses in Article 18 of the current regulations (on organizing registration and early admission). Accordingly, training institutions can conduct early admission to select candidates with outstanding abilities and academic achievements.
The early admission quota is determined by the training institution but does not exceed 20% of the quota for each training major or group; ensuring that the early admission benchmark (after equivalent conversion) is not lower than the admission benchmark of the general planned admission round.
The training institution organizes the admission examination for candidates who have completed the admission procedures, publicly announces the list of candidates who are eligible for admission; the number of candidates announced as admitted does not exceed Early admission quotas have been announced for each major and group of majors; candidates must not be required to commit or confirm admission earlier than the general schedule in any form.
Training institutions announce and post the list of candidates who meet the admission requirements (except for high school graduation requirements) on the system to process applications along with other admission methods according to the general plan.
It is known that the current regulations do not control the quota ratio of early admission methods. This causes many schools to prioritize quotas for early admission methods, leaving very few quotas for methods based on the exam schedule of the Ministry of Education and Training, including the method of considering high school graduation exam scores, causing the standard score of this method to be pushed too high.
The current regulations also do not include the content "candidates are not required to commit or confirm admission earlier than the general schedule in any form". This content is often found in the guidance documents of the Ministry of Education and Training, so its effectiveness is limited.
