Coming to Ea Drang town, Ea H'Leo district, Dak Lak province, asking for Mr. Hoang Quoc Viet, 70 years old, Party cell secretary and head of residential group 2, everyone knows and respects his exemplary, enthusiastic and responsible attitude towards his work. For more than 20 years working in the village, Mr. Viet has always devoted himself to the people, considering their joy as the happiness of his life.

As Party Cell Secretary and Head of the Residential Group, Mr. Viet always closely follows the resolutions of the Party Committee and the Government, directs the inter-family groups and mass organizations to strictly implement the Party's guidelines and policies, the State's policies and laws; promptly resolves problems and difficulties among the people. At the same time, he encourages people to change the structure of crops and livestock, develop business, services, and trade, increase income, and contribute to reducing the poverty rate... Thanks to Mr. Viet's dynamism, creativity, and daring to think and act, the appearance of the residential group has changed significantly.
Mr. Viet wrote: “Residential Group 2 has an area of 1.5 square kilometers with 286 households; 1,362 people and people of 5 ethnic groups (Ede, Kinh, Muong, Tay, Khmer) living together. To encourage the elderly to promote their experience and intelligence, and participate in building the political system at the grassroots level, I coordinate with the Party Committee to pay attention to perfecting the organization and apparatus, directing the innovation of the content and methods of activities of the Party Committee, the Self-Management Committee, the Front Work Committee, and the mass organizations of the residential group to increasingly improve quality, efficiency and go into depth”.
In order to ensure security and order, and prevent social evils in the area, every month the Party Cell issues specific resolutions, provides guidance, and assigns tasks to Party members to implement. Cadres, Party members, the Front Committee, and members of the Elderly Association must become exemplary nuclei, upholding the spirit of solidarity, perseverance, and mobilizing families, clans, and people to actively participate in local emulation movements. Therefore, the movements of the residential groups are actively responded to by the people, and are recognized and highly appreciated by the Party Committee and the town government.
The Residential Group Self-Management Board thoroughly grasps the spirit of solidarity and determination to carry out the targets and tasks assigned by the Town People's Committee. It propagates to the people to exceed the targets of economic development, socio-culture, national defense and security, etc. In addition, the Residential Group Self-Management Board also promptly resolves minor conflicts among the people, avoiding unfortunate incidents. Weddings and funerals in the village are carried out in a civilized manner; every year, 95% of households are awarded the title of cultural family; for many consecutive years, the residential group has been awarded the title of Cultural Residential Area.
The building of a strong grassroots political system has contributed to improving people's lives; effectively preventing social evils; making people have absolute confidence in the Party's innovation policy, the State's policies and laws, not believing, not listening, not following bad people's instigation and exploitation. Thanks to that, in the past years, there have been no drug addicts or illegal border crossers in the area.
“I hope that local Party committees and authorities, in coordination with the Vietnam Fatherland Front and socio-political organizations, will continue to create conditions for the elderly to promote their intelligence, experience, and good qualities to participate in building an increasingly strong grassroots political system,” said Mr. Viet.
The dedication, responsibility for work and wholehearted devotion to the people of the Party Cell Secretary and Head of the Residential Group Hoang Quoc Viet have contributed significantly to arousing the spirit of solidarity and efforts of the people in the residential group. For many years, the Party Cell 2 has been ranked as an excellent Party Cell and has been awarded a Certificate of Merit by the District Party Committee, Chairman of the District and Town People's Committee.
