Lao Cai builds a digital government to make the most of advances in modern technology to synchronously and uniformly implement solutions to build a professional, modern, and effectively operating administration, creating a driving force to promote socio-economic development.

Previously, people had to take time off from work or school to go to local government offices to ask questions, find information, and submit documents for administrative procedures. With digital government, people can find information and instructions posted online to prepare for creating documents. Document submission can be done anywhere, anytime on the network environment with a computer or mobile phone with internet connection.
In 2023, Phan Si Pang Ward was assessed and recognized by the People's Committee of Sa Pa Town as one of two units with an administrative reform index classified as Good, ranking 1/16 communes and wards of the town. To achieve that result, Phan Si Pang Ward has done a good job of providing online public services, improving the quality of service to the people. The Ward has directed civil servants in charge of the administrative procedure reception and settlement department, specialized civil servants assigned to handle administrative procedures to seriously use the VNPT-Igate one-stop software, ensuring that 100% of settlement records are received and processed on the software, not allowing overdue records to arise on the Public Service Portal of the town and province. Phan Si Pang Ward also posted administrative procedures and organized the reception and settlement of records within the scope and field of management in accordance with regulations, increasing the rate of records resolved on time and before the deadline, improving the level of satisfaction of the people.

Mr. Tran Minh Anh, a resident of Phan Si Pang ward, said: In the past, when I had work to do, I had to go there in person. If there were many people or the officers were away, I had to wait, sometimes I had to go back and forth 2-3 times to complete a procedure. Now, I can also do the work at home. I have done the online renewal of my driver's license, requested a copy of my criminal record, registered my birth certificate or a copy of my child's birth certificate online. The first time I did it, I was still confused, so I had to call the ward ladies to ask how to do it. Once I did it successfully once, the next times were very easy and convenient.
Like Phan Si Pang ward, in recent years, local authorities, especially commune-level authorities, have promoted digital transformation, including implementing online public services.

For provincial agencies, digital government is becoming increasingly evident as the provision of comprehensive online public services is increasingly promoted, the application of information technology and shared database software to solve work is strongly deployed. Units are actively implementing the digitization of records, documents, and results of administrative procedure settlement on the public service portal, the electronic one-stop information system at the Public Administration Service Center, one-stop departments at district and commune levels. Lao Cai province has built an electronic data management warehouse on the province's administrative procedure settlement information system and connected to the National Public Service Portal, meeting the requirements of data reuse in administrative procedure settlement...
According to statistics from the Provincial Digital Transformation Steering Committee, in the first 3 months of 2024, the whole province received administrative procedure settlement records and returned results at the one-stop department of 3 levels with nearly 60,000 records. 100% of the reflections and recommendations were resolved by competent authorities and the settlement results were made public on the National Public Service Portal and the Electronic Information Portal.
The evaluation work through the monitoring - evaluation and measurement system of people's satisfaction at the one-stop-shop departments at all levels has collected people's opinions on the services of state administrative agencies. Through monitoring and evaluation, in the first 3 months of this year, there were 12,326/12,329 opinions of people and businesses expressing great satisfaction on the system.

In addition, to develop digital government, specialized agencies have approved a list of 22 internal administrative procedures to pilot online implementation in Lao Cai province; deployed the province's shared reporting software system for 8 units with 17 types of reports; the rate of processing documents and work records on the network environment has changed positively; the province's data connection and sharing platform (LGSP) has been maintained and exploited effectively...
According to Mr. Tang Van Hanh, Deputy Director of the Department of Information and Communications, the department is coordinating with the Department of Information and Communications of Binh Duong and related units to build a pilot solution for a digital government platform. This is one of 35 shared platforms proposed by the Ministry of Information and Communications for deployment and pioneered by Lao Cai. This platform is being gradually built and is expected to be completed and put into use in 2024.
Mr. Tang Van Hanh said: In addition to providing online public services and solving work in the network environment, building a comprehensive management platform is very important. Currently, agencies and units are using a lot of separate software, which sometimes leads to having to solve and update data for the same work on many software, sometimes leading to overlap or omission due to having to monitor in many places. Faced with that reality, we are participating in building a platform that plays a role in providing features from creating, monitoring the work solving process and evaluating results on the same system with an integrated database for exploitation, sharing and effective management.
