Overcome the waves, steady hand rowing
In a warm, sincere and joyful atmosphere, speaking at the meeting, Prime Minister Pham Minh Chinh said that on December 22, 2023, nearly 2 billion people around the world received good news when the United Nations General Assembly passed a resolution recognizing Lunar New Year as an annual public holiday of the United Nations. This is good news for nearly 2 billion people around the world.
For the Vietnamese people, the annual traditional Tet holiday has an important meaning, it is an occasion for family and community reunion, sharing, and bonding; for everyone to look back on the past year, express gratitude, send wishes and hope for a better new year.

On the occasion of the traditional New Year, on behalf of General Secretary Nguyen Phu Trong and other Party and State leaders, Prime Minister Pham Minh Chinh would like to send to you, your friends and all comrades our respectful greetings, sincere greetings and best wishes for the New Year.
The Prime Minister said that 2023 has just passed with many complex fluctuations. In that context, under the leadership of the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong, with the spirit of solidarity, unity, innovation, creativity, the drastic participation and efforts of the entire political system, all levels, sectors, localities, the business community, the people of the whole country and the close cooperation and active support of international friends, the Vietnamese ship has "overcome the waves, firmly rowed", "turned the situation around, changed the state", achieved important results in many fields with many outstanding marks.
Macroeconomic stability was maintained; inflation was controlled at 3.25%; GDP growth reached 5.05%, among the high growth groups in the region and the world, bringing the economic scale to about 430 billion USD; major balances of the economy were ensured: revenue was sufficient for expenditure - budget revenue in 2023 increased by 8.12%; export was sufficient for import - trade surplus was 28 billion USD; enough to eat - export 8.3 million tons of rice, contributing to ensuring global food security; basic energy security was ensured; the labor market recovered well. Foreign investment attraction reached 36.6 billion USD, an increase of over 32%, realized FDI capital reached 23.2 billion USD while the world situation was very difficult.

Cultural and social fields are focused on; social security is ensured, people's lives are improved, without sacrificing progress, social justice and the environment in exchange for mere economic growth. Political and social stability; national independence and sovereignty are maintained; national defense and security are strengthened; anti-corruption and negativity work is promoted. In particular, foreign affairs activities take place vigorously and continuously and are a highlight of 2023, contributing to expanding and enhancing relations and cooperation between Vietnam and countries and international partners.
On this occasion, on behalf of General Secretary Nguyen Phu Trong and the leaders of the Party, State and people of Vietnam, the Prime Minister sincerely thanked the Ambassadors, Chargé d'Affaires, and Heads of international organizations and through the delegates, the Prime Minister expressed his deep gratitude to the Governments, peoples of countries and international organizations for their sincere sentiments, effective cooperation and valuable support for Vietnam in 2023 and throughout the past time.
Join hands to build a better world
The Prime Minister said that in 2024, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner; but peace, cooperation and development are still the main currents, the major trends, and the common aspirations of mankind. Trends in digital transformation, green transformation, circular economy, sharing economy, knowledge economy, innovation, startups, emerging industries and fields such as artificial intelligence (AI), semiconductor chips, etc., and regional and international economic cooperation and linkages are opening up many new opportunities, new choices, and new development spaces for countries.
According to the Prime Minister, in order for those opportunities and potentials to become new driving forces to serve the aspirations for peace and development of humanity, it requires the efforts and solidarity of each country and the whole world. “No single country, no matter how large and powerful, can solve all problems, especially global and national problems today,” the Prime Minister affirmed.
Therefore, the Prime Minister believes that strengthening strategic trust, sincerity and sharing responsibility are the most fundamental and important factors to overcome difficulties and challenges together; promoting solidarity and international cooperation is the fundamental solution for countries to narrow differences, resolve disputes and conflicts by peaceful means, based on international law; promoting multilateralism, placing people in the position of both subject and center, goal, resource and driving force for development is the most appropriate and effective approach to global and national issues.
According to the Prime Minister, the world needs to share and take common responsibility to bring peace and stability, so that there will no longer be any pain and loss, especially to innocent people; because today's world is generally peaceful, but there is still war in some areas - generally peaceful, but there is still tension in some areas - generally stable, but there is still conflict in some areas. In that context, the spirit of Great Solidarity of beloved President Ho Chi Minh, the National Hero, World Cultural Celebrity needs to be spread and shine "Unity, unity, great unity/ Success, success, great success".
On the basis of persistently and consistently pursuing an independent, self-reliant, diversified and multilateral foreign policy, being a good friend, a reliable partner and an active and responsible member of the international community, for the goal of peace, cooperation and development, the Prime Minister affirmed that Vietnam will continue to make efforts with countries and international organizations to unite and join hands to build an increasingly peaceful, happy and better world, so that all people, regardless of nationality, ethnicity, religion or belief, can have a prosperous and happy life, and no one is left behind.
The Prime Minister hopes and believes that Ambassadors, Chargé d'Affaires, and Heads of International Organizations in Vietnam will continue to effectively promote their special bridging role, bringing the friendship and cooperation between countries and international organizations with Vietnam to become increasingly closer, deeper, more practical and effective for a world of peace, friendship, cooperation and sustainable development.
The Prime Minister said that for Eastern culture in general and Vietnam in particular, 2024 has a special meaning because it is the year of the "dragon"; the Vietnamese people have many legends and stories related to the dragon, the most prominent of which is the legend "Descendants of the Dragon and the Fairy"; the year of the dragon is a symbol of a year full of energy, strength, faith, hope, prosperity and luck.
Prime Minister Pham Minh Chinh sent New Year greetings to international delegates with a Vietnamese folk couplet: "Happy New Year, may all your wishes come true/Happy Spring, may all your wishes come true."

On behalf of the Diplomatic Corps, Ambassador Extraordinary and Plenipotentiary of the State of Palestine to Vietnam Saadi Salama, Head of the Diplomatic Corps in Vietnam, sent his warmest congratulations to the leaders of the Party, State and people of Vietnam on the occasion of the meeting to welcome the Year of the Dragon 2024.
At the same time, Ambassador Saadi Salama expressed his gratitude to the Government and relevant agencies of Vietnam, especially the Ministry of Foreign Affairs, for their companionship, support, hospitality and close friendship for diplomats in work as well as in life. That makes many members of the Diplomatic Corps increasingly attached to and love the country and people of Vietnam.
The Head of the Diplomatic Mission in Vietnam said that the meeting also reaffirmed the commitment and determination to further promote and develop the friendly and multifaceted cooperation between Vietnam and other countries and international organizations in the world through cooperation and mutual benefit for a world of peace, stability, equality, prosperity and sustainable development.
The Ambassador wished the leaders of the Party, State, Government and people of Vietnam a new spring of peace and happiness, continuing to create breakthroughs and memorable marks in the journey of integration and prosperous development.
