After storm No. 3, the railing system, sidewalks and trees of the landscape renovation project on both sides of the Red River were severely damaged.
Stone railing system devastated after flood
According to the reporter of Giao thong Newspaper, along An Duong Vuong Street (Lao Cai City), it is easy to observe hundreds of meters of broken railings, rocks on the sidewalk are tilted and scattered. The authorities have temporarily fenced off the broken stone railings or put up ropes, waiting for the day to fix it.

Ms. Nguyen Thi Lan, Kim Tan ward, Lao Cai city shared: "The flood in early September left both sides of the Red River desolate and ruined, with river water flooding into people's houses. The damage to the structures was inevitable. The old railing system made of concrete and steel pillars was very sturdy, with clear visibility, and should have only needed a little repair, but it was completely replaced. Now looking at the broken stone pillars, falling along the sidewalk is extremely painful.
The panels and stone columns have no mortise or tenon, only traces of glue remain, but have a much smaller cross-section than designed.
Observation with the naked eye can see that most stone columns and stone railings do not have stone mortises, or if they do, they are glued, not cast in one piece. You can easily use your hands to pry off the glue between the stone mortises and the columns and panels.
Not only that, even though it is a fake mortise and tenon joint with glue, the mortise and tenon cross-section is much smaller than the technical requirements. The actual measurement of the stone mortise at the panels is only about 300x40x40; and at the stone columns, it is only 50x40x40mm, about half of the design. In fact, during the field survey, Giao thong Newspaper reporters could not find any details with monolithic stone mortise and tenon joints as approved technical requirements.
Mr. Nguyen Van Hai, a resident of Coc Leu ward, Lao Cai city, said: "The old railing is still there, it has survived many storms without any damage. The newly built stone railing system is damaged, it's such a pity to see it!"
The stone railing system along the Red River embankment on An Duong Vuong Street (from Coc Leu Bridge to Phu Thinh Bridge) invested by Lao Cai City Construction Investment Project Management Board has a length of nearly 1.5km from Coc Leu Bridge to Pho Moi Bridge. The value of the supply, construction and installation package is about 17 billion VND. In particular, the stone railing system has a total length of nearly 4km, divided into many packages, implemented at different times.
Using no mortise or false mortise can help contractors cut up to 25% of production costs compared to using solid mortise and tenon, the construction and installation process is also easier and costs are reduced significantly.
Mr. Nguyen Thanh Luc, Director of Lao Cai City Construction Investment Project Management Board, said that the stone railing system on the Red River bank was severely damaged and the agency is submitting to the city a plan to allocate additional funds for repairs. In the immediate future, the contractor will clean up the corner, stretch ropes, and put up warning signs to ensure traffic safety for people.
On the side of the Project Management Board, the unit has conducted inspections and recorded the actual damage situation of the stone railing system along the Red River to have timely handling and repair directions.
Establish a construction quality inspection team
On October 22, the Lao Cai Provincial Party Committee's Internal Affairs Committee sent an official dispatch to relevant units. The content clearly stated: To improve anti-corruption work, the Lao Cai Provincial Party Committee's Internal Affairs Committee assigned the Standing Committee of the City Party Committee to direct the inspection of construction quality.
After the official dispatch on October 22, the inspection team of Lao Cai City led by Mr. Vu Quoc Trung, Deputy Director of the City Construction Investment Project Management Board, and the representative of the contractor, Anh Huong Construction Investment and Trading Company Limited, arrived at An Duong Vuong Street to conduct a field inspection.
Along the route, the units inspected, measured, evaluated, and pointed out objective and subjective causes and solutions.

Mr. Nguyen The Anh, the contractor representative, said: “The stone railing system along the Red River that we constructed was completed and handed over to the city a few years ago. The recent flood, the river water rose to a record high, causing large trees to collide with the railing. Along with that, many ships with a load capacity of tens to hundreds of tons drifted along with the flood water and crashed into the structure, causing severe damage and reducing its durability.”
According to Mr. The Anh, not only the stone railing system but also some sections of the old railing system were broken, however, the number was not much. The nature of the stone is brittle, it cannot be as strong as the old railing system made of concrete and steel, but it creates beauty for the riverside landscape. The impact of the recent storm was too great, beyond everyone's imagination."
Mr. Nguyen Thanh Luc, Director of Lao Cai City Construction Investment Project Management Board, said that the damaged railing section is about 1m (total length of railing is 1.5m-PV).
The unit is urging the contractor to mobilize manpower and machinery to handle the collapsed railing system as soon as possible. It is expected to take about 1 - 1.5 months to completely fix it.
