Exchange of experiences in the activities of Lao Cai City People's Council and communes and wards

On the morning of June 7, the Standing Committee of Lao Cai City People's Council coordinated with the Standing Committee of Cam Duong Commune People's Council to organize the third conference to exchange experiences in the activities of the City People's Council and communes and wards for the 2021-2026 term.

Attending the conference were comrade Tran Van Thien, Vice Chairman of Lao Cai City People's Council; leaders of People's Council committees, departments and offices of the city; heads and deputy heads of delegations of the City People's Council; leaders of the Party Committee, People's Council and civil servants directly advising on the People's Council field of communes and wards in the area.

The conference to exchange experiences in the activities of the People's Councils at two levels of the city and communes and wards has the theme: Improving the quality of issuing resolutions of the People's Councils.

Recognizing the importance of developing and promulgating resolutions at the local level, in recent times, the Lao Cai City People's Council has carried out many practical activities, constantly improving the quality of the promulgation of resolutions by the City People's Council at its meetings. The promulgation of resolutions by the People's Council at the commune level in the city has basically ensured legality, rationality, and feasibility, contributing significantly to promoting local socio -economic development, gradually affirming and promoting the position and role of the representative body of the People, the State power agency at the local level.

At this conference, many comments from the City People's Council committees and wards and communes pointed out the limitations and shortcomings in the development and promulgation of resolutions of the People's Council. At the same time, the causes were analyzed, problems were raised; experiences were exchanged so that the People's Councils at the commune level could apply them to ensure compliance with legal regulations and in accordance with the actual situation of the locality. Delegates focused on discussing the contents of the order of issuing resolutions on investment policy decisions, the order of issuing resolutions on plans to implement national target programs, solutions to improve the quality of issuing People's Council resolutions, implementing the order of issuing resolutions on medium-term and annual public investment plans, etc.

Concluding the conference, Comrade Tran Van Thien, Vice Chairman of Lao Cai City People's Council, requested that the People's Councils at the commune level carefully study legal regulations to properly implement the law, comply with procedures and time. He emphasized the role, responsibility and authority of the People's Councils at each level in developing and promulgating resolutions. The Standing Committee of the People's Council at the commune level needs to continue to improve professional knowledge, grasp the Party's guidelines and policies, the State's laws, contributing to improving the quality of developing and promulgating resolutions of the People's Council; regularly review resolutions and regulations that are no longer suitable for timely adjustment and supplementation to meet the requirements of each stage.
