The progress of the land acquisition, compensation, resettlement support project and the Long Thanh airport construction project phase 1 is "very slow" according to the Economic Committee.
Accordingly, the area of land recovered for Long Thanh airport is nearly 5,400 hectares. In Resolution 53, the National Assembly assigned to complete the recovery, compensation and resettlement support before 2021, but the implementation was prolonged after 2021, so the State Treasury was forced to stop disbursing when the project fiscal year ended (2017-2021).
In its report to the National Assembly, the Economic Committee said that in order to complete the land acquisition and handover of phase 1, Dong Nai province will advance the budget to continue paying compensation, support, and resettlement costs for people whose land was acquired. During the implementation process, there were some changes compared to the Feasibility Study Report of the project (resettlement area, total investment, etc.), so the province proposed that the competent authority consider adjusting the project.
In addition, the traffic routes connecting T1, T2 with Long Thanh airport are part of the first phase of the construction investment project, with the sub-project of compensation, support and resettlement approved. However, the households whose land was recovered along these two routes have not yet been identified for resettlement.
In addition, the Long Thanh District People's Committee has stopped calculating support for some subjects according to the State Audit's recommendation to wait for instructions on handling. This has led to the emergence of many petitions and complaints. Meanwhile, the lives of people in the Loc An - Binh Son resettlement area still lack public facilities such as markets and schools.
To date, the project has recovered over 4,882 hectares of the total land area to be recovered, reaching 98.7%. Dong Nai province has approved resettlement for 4,161 households. Over 1,000 households have been approved for resettlement but are not eligible, while the remaining 285 households have not been approved. The plan has allocated over VND 22,855 billion to the project. By the end of 2022, more than 73% has been disbursed, reaching VND 16,697 billion.

According to the report, the Economic Committee commented that the progress of the Long Thanh airport construction investment project phase 1 is still very slow and facing many difficulties.
Component project 1 (State management agency headquarters), including the Southern Airport Authority Representative Office and the Immigration Department (Ministry of Public Security) have been allocated capital and investment policy approved. However, capital allocation by ministries and Dong Nai province is still slow.
According to the Economic Committee, component project 2 (works serving flight management) and component project 3 (essential works in the airport) are basically ensuring progress as planned.
As for component project 4 (other works), Dong Nai Provincial People's Committee has just completed site clearance and granted the Land Use Rights Certificate to the Southern Airport Authority.
Long Thanh Airport has a capacity of 100 million passengers and 5 million tons of cargo per year. The total investment capital of the project is about 336,630 billion VND (about 16 billion USD). Of which, the first phase invests 114,450 billion VND (equivalent to 5.45 billion USD).
In order for the Long Thanh airport project phase 1 to be completed by 2025 , the Economic Committee proposed that the Government direct Dong Nai province and ministries to resolve capital issues and assign investors. The Government also needs to issue appropriate policies to help investors proactively balance budgets, develop appropriate disbursement plans, and minimize the impact of fuel and material prices on investment costs for construction of component projects.
In early August, the Government submitted to the National Assembly for consideration and permission to adjust some contents of Resolution No. 53 to have a basis for disbursement and implementation of the next steps. The contents proposed by the Government include reducing the total investment, the area of recovered land, the implementation time and adding content on resettlement arrangements for households on the two traffic routes connecting T1 and T2 to the Loc An - Binh Son Resettlement Area.
The Economic Committee believes that this is necessary, but recommends that the Government only submit to the National Assembly two contents: time and capital allocation for the project. The remaining proposed adjustments are under the authority of the Government.
The agency also requested the Government to carefully evaluate the project to ensure its effectiveness, the State's interests and the rights of people in the project-affected areas. The Government also needs to inspect and clarify the adjustment and implementation of project contents when they have not been decided by competent authorities.
"If there is negativity, corruption, self-interest or reduced project efficiency, or waste of resources, it is recommended to strictly handle it according to the provisions of the law," the National Assembly's inspection agency stated.
At the 6th session opening on October 23, the National Assembly is expected to consider and decide on adjustments to a number of contents of Resolution 53 on the Feasibility Study Report of the Land Reclamation, Compensation, Support, and Resettlement Project of Long Thanh International Airport.
