Kyrylo Budanov, the head of Ukraine's defense intelligence agency, said in an interview this week that drone attacks on Russian territory were "entirely possible."

“In theory, a plan was drawn up to do all this. And I believe that this plan included (attacking) all the critical infrastructure and military infrastructure of the Russian Federation,” Budanov said.

Over the past few weeks, Ukraine has reportedly been targeting Russian oil and gas infrastructure with small, low-cost drones that can evade Russian air defenses. The attacks include the Rosneft refinery in Tuapse, a Rosneft storage facility in Klintsy, and the Ust-Luga terminal on the Baltic Sea owned by the gas company Novatek.

In the interview, Mr. Budanov did not publicly accept Ukraine's responsibility for drone attacks on Russian territory.

However, Mr Budanov said the attacks on Russian territory meant people were finally "seeing the real picture" and that was good for Ukraine.

“They saw oil depots burning, buildings destroyed in factories and enterprises… It was all in favor (of Ukraine),” the Ukrainian intelligence official said.

According to Business Insider, the attacks on targets in Russia appear to have used older Soviet-era weapons or drones that Ukraine could have obtained without Western help.

Ukraine's allies also say they do not want the weapons they supply to Kiev to be used to attack targets on Russian territory.

Ukraine is focusing on producing more domestic weapons, including missiles that can hit targets nearly 1,500km inside Russian territory. Ukraine says the weapons will be used to attack military targets, not civilian ones.

Experts say that disrupting the supply network, which “serves as the blood vessels that feed the body,” is part of a broader Ukrainian strategy to make things difficult for Russia on the battlefield, and to damage an industry that is considered the backbone of the Russian economy.

Secretary of the National Security and Defense Council of Ukraine Oleksii Danilov also recently admitted that the current situation on the battlefield is very difficult for the Ukrainian army in the context of slowing aid from the West.

Asked what Ukraine would do if Western aid stalled, Danilov said Ukraine would continue its attacks on Russian territory. He stressed that these attacks would be carried out with Ukrainian domestic weapons, especially drones, and not Western weapons.

"Damage to railways, oil depots, gas depots, other infrastructure that is important for the Russian military. These oil depots are used to refuel and store gasoline for the Russian military. We need to destroy these facilities," Danilov revealed Ukraine's current tactics.

"Such attacks will continue. There will be more of them. We will not stop until we regain all our territory, until the enemy withdraws from our territory," Mr. Danilov stressed.

According to Mr. Danilov, the damage that Ukraine caused on Russian territory, in Petersburg, in Kursk, in Voronezh, Belgorod, Moscow, Smolensk or other territories were all military facilities attacked with weapons produced by Ukraine.

"We will do everything possible to make these attacks as impactful as possible, so that they can feel what war is like. War must be fought not only on our territory, but also on Russian territory," the Ukrainian official said.
