Commander of the Transport sector reports to the National Assembly on the progress of implementing highway rest stops
According to the plan, 8 rest stops on the North-South Expressway in the East will complete essential public service works (restrooms, parking lots) before December 31, 2024 and complete all rest stops in 2025.

This is one of the information related to the implementation of rest stops on expressways mentioned by the Ministry of Transport (MOT) in Report No. 10983/BGTVT – BC sent to the National Assembly on the implementation of the National Assembly's resolutions on questioning and thematic supervision activities.
According to Minister Nguyen Van Thang, implementing the National Assembly's resolution and the Government's direction, the Ministry of Transport has approved the network of rest stops on the North-South expressway in the East from Lang Son to Ca Mau with a total of 36 stations; issued Circular No. 09/2024/TT-BGTVT amending the national technical regulations on road rest stops.
As of October 2024, there are 9 rest stops that have been invested in and are under construction (6 stations have been put into operation; 1 station has been put into operation on one side; 1 side is being invested in; 2 stations are under construction); 1 station managed by the locality will be deployed when investing in the Huu Nghi - Chi Lang expressway; 2 stations on the route invested by the Vietnam Expressway Corporation (VEC) are implementing investment procedures.
For 24 rest stops belonging to the North-South Expressway component projects in the East managed by the Ministry of Transport, 8 stations have completed the selection of investors and signed contracts.
The Commander of the Transport sector said that the Ministry of Transport is focusing on directing agencies and units to coordinate and urge investors to promptly complete procedures to speed up the construction progress of rest stops; coordinate with localities to promptly hand over the site to meet the basic progress of completing essential public service works (restrooms, parking lots) before December 31, 2024 and completing all rest stops in 2025.
In addition, there are 13 rest stops that are organizing bidding to select investors. However, on September 16, 2024, the Government issued Decree No. 115/2024/ND-CP detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land. These 13 rest stops have canceled the bidding notice and stopped selecting investors.
On September 30, 2024, the Ministry of Planning and Investment issued Circular No. 15/2024/TT-BKHĐT stipulating the form of bidding documents for selecting investors to implement investment projects under the public-private partnership method, business investment projects; providing and posting information on investment under the public-private partnership method, bidding for selecting investors on the National Bidding Network System.
The Ministry of Transport is urgently urging investors and project management boards to update the bidding documents according to the new Circular, organize the approval and issuance of bidding documents, and select investors. The selection of investors is expected to be completed in 2024.
There are 3 stations that are completing legal procedures, investment plans or are carrying out procedures to add rest stop items in the project investment decision, including: VEC Station Km227+000 Ha Nam province and Xuan Khiem Station Km269 Ninh Binh province on the section from Phap Van to Cao Bo.
To serve the essential needs of people while waiting for the rest stops to complete investment and put into operation, implementing the Prime Minister's Official Dispatch No. 36/CD-TTg dated April 11, 2024, the Ministry of Transport has directed agencies and units to organize 8 temporary rest stops along the North-South expressway in the East where there are no rest stops.
In the section from Hanoi to Vinh, in addition to the 2 stations currently being exploited by the investor, 3 temporary stations will be arranged from Mai Son (Ninh Binh province) to Vinh (Nghe An province); the section from Ho Chi Minh City to Nha Trang (Khanh Hoa province) will have 5 temporary stations, including 3 temporary stations in the direction from Nha Trang to Ho Chi Minh City and 2 temporary stations in the direction from Ho Chi Minh City to Nha Trang.
For the Cam Lo - La Son route connecting Quang Tri with Thua Thien Hue, which is about 98.3km long, there are currently temporary rest stops at Km64+200 on the left (area 3,600m2) and Km77+800 on the right (area 4,200m2) to ensure rest stops for vehicles participating in traffic on the route.
“In addition, the Ministry of Transport has provided and listed the locations of rest stops and gas stations on routes connecting to highways through intersections so that vehicles can know and use them temporarily,” said Minister Nguyen Van Thang.
