The information technology infrastructure in the district has been invested and upgraded in a modern, centralized and synchronous manner, helping to improve the efficiency of management, direction, operation, work resolution, serving people and businesses, promoting administrative reform, building digital government, developing digital economy and digital society. Currently, 100% of state management agencies and units; communes and towns in the district use the document management and operation system (iOffice). The system has integrated digital signature solutions and interconnected with the National document interconnection axis.
Communes maintain the operation of cultural post offices, expand the service target, help people access services such as: Public postal services; develop public postal services, public services, value-added services... The whole district has 95 broadcasting stations, a total of 16,600 fiber optic Internet subscribers, over 6,500 pay TV subscribers, 19 telecommunications service points. 17/17 communes and towns have a radio broadcasting system, including 13 radio stations (FM), 1 wired station, 3 stations using information technology - telecommunications broadcasting. The whole district has 186 loudspeaker clusters/186 residential areas, contributing to the timely transmission of the Party's guidelines and policies, the State's policies and laws, and the local socio-economic situation.
Phuc Khanh Commune, with over 90% of its population being ethnic minorities, has seen relatively synchronous investment in information technology infrastructure in recent years, creating favorable conditions for propaganda work. Comrade Nguyen Thanh Luan - Vice Chairman of the Commune People's Committee said: "The whole commune has about 1,700 households, of which about 80% have installed the Internet, and over 90% of households have members using smartphones. Information and propaganda work is carried out in a variety of forms, suitable to the characteristics of the local population, such as: Direct propaganda through conferences of the commune, residential areas, and organizations; propaganda through the loudspeaker system, all areas have Zalo groups. Regarding management work, the commune promotes the application of information technology in handling administrative procedures; instructs people to create accounts and submit documents in the electronic environment to ensure proper procedures."
The National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period has Project 10 on communication, propaganda, and mobilization in ethnic minority and mountainous areas; inspection, supervision, and evaluation of the implementation of the Program, which has achieved initial results in the district so far. Regarding sub-project 1 on organizing conferences to commend, honor, and reward advanced models; organizing learning activities, exchanging experiences, and organizing communication activities, the total capital plan for the 2021-2024 period is over 1.7 billion VND, nearly 50% of which has been disbursed. The District People's Committee assigned specialized agencies and units to organize and implement 4 training courses on propaganda skills, guidance, and dissemination of legal education, and 1 conference to commend and honor advanced models in the field of education in the district.
Thereby, improving the quality and effectiveness of mobilization work, promoting the role of key forces and prestigious people in ethnic minority and mountainous areas. Effectively implementing propaganda, dissemination and legal education, raising awareness for village elders, village chiefs, prestigious people, ethnic minorities and people to comply with the Party's guidelines and policies, the State's policies and laws, and improving knowledge for ethnic minorities.
Synchronous solutions deployed in the district contribute to socio-economic development, ensuring security and order, strengthening national solidarity, creating social consensus, and sustainable development of ethnic minority and mountainous areas.
