On the morning of January 23, dozens of kindergartens and primary schools in Hanoi let students stay home because of the cold weather below 10 degrees Celsius, some schools switched to online learning.
According to the National Center for Hydro-Meteorological Forecasting, due to the influence of cold air, the temperature in Hanoi recorded at the measuring station in Ha Dong district at 6am this morning was 9.9 degrees Celsius.
Regulations of the Hanoi Department of Education and Training clearly state that preschool and primary school children are allowed to take a day off when the outdoor temperature is below 10 degrees Celsius. If not allowed to take a day off, schools must proactively adjust class times and flexibly handle cases of late arrivals.
At 6:00 a.m. this morning, Thanh Xuan Trung Primary School, Thanh Xuan District, announced a school closure for all students. If there is no one to look after their children, parents can bring their children to school, the school will still manage and guide students from 8:30 a.m. to 4:00 p.m.
"Parents who bring their children to school must notify the homeroom teacher before 7:30 so that the teachers can report to the school," the notice stated.
Similarly, at Kien Hung Primary School and Van Khe Primary School in Ha Dong District, students were given a day off. The Department of Education and Training of this district requested that schools remain open to welcome students, if families cannot find someone to look after their children.
Principal Tran Thi Quyen of Van Khe Primary School said that maintaining boarding activities is to create favorable conditions for families. In case the cold weather continues, the school will consider online learning as during the Covid-19 period.
In Dong Da district, Trung Tu Primary School also kept more than 1,500 students at home due to the cold weather. Principal Nguyen Thi Thanh Ha said that since the beginning of winter, the school has proactively reminded parents to keep their children warm and follow weather information on media and school announcements.
This morning, Trung Tu School still accepted students if parents brought their children to school. However, according to Ms. Ha, as of 7:45, the school had not accepted any students.
Regarding the study plan, Ms. Ha said that for students who came to school today, teachers mainly kept the students in the class warm, organized light review sessions, and did not teach new lessons. She said that making up for a day of teaching is not a concern, and will be arranged later to apply to the entire school.
Also letting students stay at home, Trung Van Primary School, Nam Tu Liem District, organizes online learning.
"Today's online class prioritizes Math and Vietnamese. The school is also preparing an online teaching plan if the cold weather persists," said principal Giang Thanh Thuy.
Many other schools also announced their closure, including Khuong Thuong Primary School, Lang Thuong (Dong Da District), Da Ton (Gia Lam), Le Loi (Ha Dong), Kim Giang (Thanh Xuan), Van Dien Town B Primary School (Thanh Tri)...

In addition to school closures, some other schools in Hanoi have delayed class times by 15-60 minutes.
Nhan Chinh Primary School, Thanh Xuan District, announced this morning that on days with temperatures below 10 degrees Celsius, the morning class starts at 9:00 a.m., about an hour later than the usual school time. For students who do not eat lunch, they will finish school at 11:30 a.m. The afternoon class start and finish times remain unchanged.
"For parents who cannot bring their children to school at the above time, the school will still open to welcome students to class early, ensuring that they do not play in the yard," Nhan Chinh School said.
The Department of Education and Training requires that during extremely cold days, schools should not organize outdoor activities for students, should not require students to wear uniforms, and should focus on keeping students warm. In particular, schools and preschool groups must have enough warm water to take care of children.
Along with Hanoi, many localities also let students stay home because of the cold weather.
According to regulations of the Phu Tho Department of Education and Training, if the temperature is below 10 degrees Celsius, preschoolers and primary school students are off; if it is below 7 degrees Celsius, secondary and high school students are off. In Viet Tri city alone, there are about 100 preschools, primary schools, and independent preschool education facilities that allow students to take the day off today.
Hai Phong, Bac Ninh, and Phu Tho also issued similar announcements.
This cold spell is expected to last until January 28, with the coldest days being January 22-23: the lowest temperature in the plains is below 10 degrees Celsius, the midlands are below 7 degrees Celsius, and the highlands are below 0 degrees Celsius.
