On February 10, the Hanoi People's Committee issued Official Dispatch No. 393 on strengthening measures to protect people's health from the effects of severe cold.
Adjust class schedule if temperature drops too low
The Hanoi People's Committee's official dispatch assigned the Department of Health to closely monitor the weather situation and developments of severe cold in the area to provide timely recommendations to the people.
"Direct medical facilities in the city to ensure adequate provision of emergency medicines, hospital beds, and equipment to promptly handle common emergency cases; organize medical examination and treatment for people, and ensure cold prevention for patients and their families during examination and treatment at medical facilities" - the document clearly stated.
Notably, Hanoi assigned the Department of Education and Training to direct schools to implement measures to prevent cold for students, ensuring adequate conditions to keep them warm in the classroom.
At the same time, coordinate with the Department of Health to guide teachers and school health workers to educate parents and students on how to protect their health in cold weather.
"Consider adjusting the school schedule in case the temperature drops too low according to regulations" - the Hanoi People's Committee's dispatch stated.
Ensure health protection measures for workers
The document also requested the Department of Labor, War Invalids and Social Affairs to direct social protection facilities, childcare centers and elderly care centers to implement measures to ensure the health of the above cases. At the same time, strengthen inspection of the eating, living and working conditions of the subjects at social protection centers, ensuring adequate necessary warm-keeping items for daily life.
The Department of Construction directs investors, project management boards and contractors to strictly implement measures to protect workers' health in cold weather conditions.
Ensure warmth and cold protection for workers at construction sites, paying special attention to accommodation and living conditions, providing adequate necessary warm-keeping items; coordinate with relevant units to organize inspections of the implementation of cold prevention measures at construction sites, and instruct workers to comply with the recommendations of the Ministry of Health.
The Department of Finance presides over and coordinates with the Department of Health and related units to advise the City People's Committee on guidance on ensuring funding sources for cold prevention and protection of people's health.
Based on current legal regulations, promptly remove difficulties and obstacles in the procurement of medicines, supplies and medical equipment, to ensure adequate facilities for medical examination and treatment and to respond to emergency situations caused by cold weather...
Hanoi requires the People's Committees of districts, towns and cities to take full responsibility for directing their affiliated units to implement measures to ensure people's safety in severe cold conditions.
At the same time, inspect and supervise the implementation of health protection measures in areas at high risk of being affected by cold weather such as schools, hospitals, social protection facilities, outdoor work areas and traditional markets, to ensure people's safety.
Districts, towns and cities need to increase inspections of areas at high risk of health risks caused by cold temperatures such as schools, hospitals, social protection facilities, outdoor labor areas, traditional markets... to guide the implementation of health protection measures.

According to the official dispatch of the Hanoi Department of Education and Training at the end of 2022, preschool and primary school students will be off school when the outdoor temperature is below 10 degrees Celsius. For secondary school students, they will be off school when the outdoor temperature is below 7 degrees Celsius.
Accordingly, based on the weather forecast of Vietnam Television (VTV1); Hanoi Radio and Television (channel H1) at 6:00 a.m. every day, the Head of the Department of Education and Training of districts, towns and cities and heads of units, schools and educational institutions will proactively adjust school hours or allow students to take time off from school.
