High demand but low recruitment
On the morning of December 12, the Da Nang City People's Council entered its second working day with a discussion session in the hall. The story of vocational training and job creation was of interest to the delegates.
Delegate Truong Minh Hai, Deputy Head of the Culture - Social Committee, Da Nang City People's Council, said that vocational training and employment policies in the city still have many limitations.

Accordingly, the training industry structure is not suitable for the city's development, not linked to the requirements of the labor market, and local labor shortages still occur.
"The connection between the state, schools, and businesses in vocational training and job creation is not sustainable, and the rate of workers recruited through job fairs is not high. There is a lot of demand but the rate of success is less than 10%," said Mr. Hai.
In addition, Mr. Hai said that information on the labor market and employment has not been disseminated to the grassroots and to workers; the ability to meet the qualifications, labor skills, job skills, and awareness of law compliance of a part of workers is still limited, not meeting the requirements of businesses...
Promoting international cooperation and sending workers to work abroad is not commensurate with demand and potential.
Delegate Hai suggested that in the coming time, it is necessary to do a good job of planning and forecasting human resources and the labor market to determine training goals for each stage and arrange corresponding resources to complete the set goals.
At the same time, closely connect the state and schools in solving employment. Strengthen the application of information technology to increase the ability to connect labor supply and demand; complete the database on job creation; build apps to provide information on the labor market to the people; invest in and upgrade vocational training facilities.
Must train social professions needed
According to Mr. Nguyen Dang Hoang, Director of the Department of Labor, Invalids and Social Affairs of Da Nang City, currently propaganda work is not strong and people's awareness of vocational training is not high.
Da Nang strengthens career counseling and orientation for students.
At the same time, learning equipment at schools has not been updated in time. Because there are many professions that are now outdated after only 3-5 years, unlike before. Therefore, schools have not prepared facilities and teachers to organize the implementation of that profession.
In addition, businesses and vocational training facilities have not met. Businesses are not interested in vocational training, sometimes recruiting and training themselves.
Regarding employment, Mr. Hoang said, the Department of Labor, Invalids and Social Affairs also directed the Job Introduction Center to continue organizing job fairs, exporting labor, and coordinating with policy banks to provide business loans...
According to Mr. Ngo Xuan Thang, Chairman of the People's Council of Da Nang City, in addition to policies, administrative procedures, and land, what businesses are most concerned about when coming to Da Nang is whether they will have human resources to serve them or not.
Mr. Thang believes that vocational training must move away from just training what we have, and must invest in training in sectors that society needs.
"The people who teach motorbike and car repair were all from 2000, 2010, now they are all using the new generation. The other day, during a discussion, a comrade said that they were training in mobile phone repair, but now they only teach iPhone 10 and below while they are using iPhone 15, 16, how can they update?", Mr. Thang said.
The Chairman of the People's Council of Da Nang City asked, why do 90% of soldiers who return from the army go to driving school? Because they see that after learning this, they can go to work right away. They cannot do other jobs that you train them to do.
"The important thing is how we orient and prepare for training. In the near future, with the innovation, there will be larger industries. This work will focus on specific focal points, which will help orient vocational training, human resources, especially high-quality human resources for the city more appropriately," said Mr. Thang.
There are 1,779 students studying vocational training, the rest do not study vocational training. Compared to other localities, the rate of students studying vocational training in Da Nang is high.
Regarding training, Da Nang has 61 vocational schools and training facilities, 17 colleges, 6 secondary schools and 12 vocational education centers.
In 2024, the city recruited 33,000/46,000 targets, reaching over 70%. The Department of Labor, Invalids and Social Affairs continues to support policies for policy beneficiaries. Currently, the Department of Labor, Invalids and Social Affairs is submitting to the Department of Justice 3 more occupations: agricultural tree care, forestry tree care and Korean language.
