The meaning of this proverb is that even though there is only one thing, event or problem, but two or more people understand and act in their own way, lacking coordination, there is no unity. In other words, two people talk to each other, but each person talks about completely different topics, so they do not match, lack integration, and even contradict each other in both thoughts and actions. From another perspective, this proverb is completely true in the case of "the top says one thing, the bottom does another". And if someone is considered a person who "says one thing, does another", it also means that person not only has poor thinking but also poor actions, and the consequence is a breach of trust. In life, if someone has broken trust once, they will surely lose trust ten thousand times. Meanwhile, trust is an invisible spiritual value but has great power, because having trust means having everything.

And in the current era of global integration, life always poses countless difficulties and challenges for each individual as well as each country, but success or failure depends on the belief that the individual or country creates. This simple philosophy is known and understood by everyone, but not everyone and every country can create it. That is why there are stories of national representatives saying one thing today, but tomorrow their subordinates in the country do something else, that is, "the drum beats one way, the trumpet blows the other way" or "the top says one thing, the bottom does another". The proof is that on April 15, 2023, Prime Minister Pham Minh Chinh received US Secretary of State Antony Blinken who was visiting Vietnam. During the meeting, Mr. Antony Blinken affirmed: The United States values ​​its relationship with Vietnam, on the principle of respecting each other's independence, sovereignty, territorial integrity, and political institutions; supporting Vietnam to be "strong, independent, self-reliant and prosperous".

Thus, Secretary of State Antony Blinken's visit to Vietnam shows that the US attaches great importance to the Comprehensive Partnership with Vietnam. At the same time, it clearly demonstrates the US's strong commitment to continuing to promote the bilateral relationship to become deeper, more stable and stronger at a new height in the coming time. However, right after Mr. Blinken returned to Vietnam and right on the occasion of the Vietnamese people happily celebrating the 48th anniversary of the Liberation of the South and National Reunification Day, Ms. Gretchen Whitmer, Governor of Michigan, announced on her website: "April 30, 1975 is "Black April" and we recognize this special moment for the people of Michigan to honor the tragic suffering and loss of countless lives during the Vietnam War, and to pay tribute to those who sacrificed for human rights and freedom for the Vietnamese people".

Meanwhile, nearly 28 years ago, on July 11, 1995, US President Bill Clinton and Vietnamese Prime Minister Vo Van Kiet announced the normalization of diplomatic relations between the two countries, with the policy of putting the past behind and moving towards the future to open a new chapter in the history of the two countries. So why is the Governor of Michigan now deliberately deepening the pain of millions of Vietnamese people, while inciting hatred among anti-communist fanatics living in exile in the US. These are also the people who fiercely oppose the lifting of the US economic embargo on Vietnam. That is why former President Bill Clinton said: “They fled their homeland because of cowardice. Now they want to take revenge on the victors by sacrificing American interests? It seems they are not aware of their own status.”

Furthermore, on April 27, 2023, the California State Senate passed a so-called resolution that designated May 11 every year as Vietnam Human Rights Day, with the purpose of "supporting efforts to achieve freedom and human rights for the Vietnamese people". The purpose of this is to create opportunities for hostile, reactionary, and opportunistic political forces, along with a number of non-governmental organizations supported by the West, who have been trying to find ways to carry out dark motives and plots to sabotage Vietnam. However, even without saying it, all Vietnamese people clearly understand that this is the West's "shaking the tree to scare the monkeys" trick before implementing a "friendly foreign policy". Specifically, for Vietnam, democracy or human rights are just excuses, their main purpose is to require Vietnam to "reform so that the State can exist independently, without the leadership of the Communist Party".

In line with the above-mentioned wrongdoings, under the pretext of commemorating the 50th anniversary of Australia's withdrawal from South Vietnam, the Royal Australia Mint and Australia Post have just issued two types of items with the image of the "yellow flag", the flag of a regime that no longer exists. Specifically, the $2 coin has a helicopter in the center, surrounded by motifs, including the image of the "yellow flag" and some types of stamps also have the image of the "yellow flag". On May 4, 2023, the spokesperson of the Vietnamese Ministry of Foreign Affairs, Pham Thu Hang, said that Vietnam "regrets and resolutely opposes" the actions of the Royal Australia Mint and Australia Post. This is completely inconsistent with the positive development trend of the Vietnam-Australia strategic partnership". Furthermore, during his visit to Vietnam in early April 2023, Governor-General of Australia David Hurley affirmed: Australia is proud to have a trusted and close friend and partner like Vietnam... The two sides also agreed to discuss upgrading the relationship to a comprehensive strategic partnership at the appropriate time.

And the problem here is that if the US really “values ​​its relationship with Vietnam, based on the principle of respecting each other’s independence, sovereignty, territorial integrity, and political regime…”, as Mr. Antony Blinken said, or the Australian Governor-General affirmed that “Australia is proud to have a trusted and close friend and partner like Vietnam…”, then why let the above incidents happen right in its own country. Isn’t this “beating one drum, blowing another trumpet”, “saying one thing, doing another”? And in today’s era, trust is the beginning and an important foundation in international relations. Vietnam is ready to be a friend, a trusted and responsible partner of the international community, but will certainly never be a friend or partner with those who “say one thing but mean another”.
