On August 26, a representative of Hoang Liet Ward Police (Hoang Mai District, Hanoi) said that the unit is coordinating with the District Police to consolidate the case file to handle NHH (born in 1980, in Dinh Cong Ward, Hoang Mai District) for assaulting others according to the law.

Previously, on the afternoon of August 23, Hoang Liet Ward Police received information and worked with Mr. TD (born in 1961, security guard of HH4A Linh Dam building) about a male subject grabbing his collar and hitting him on the thigh with a tobacco pipe.

Mr. D. reported that he did not know the reason for the beating or who the person was. During the assault, the subject declared to Mr. D: "Whoever locked the car, I will beat them all." The entire incident was recorded by the building's security camera.

According to the records, Mr. D. had a red and swollen right cheek, scratches on his chest and swelling on his left thigh. Mr. D. refused to have his wound examined and requested that the police take measures to deter, prevent and stop him.

Hoang Liet Ward Police in coordination with the Investigation Police Agency (Hoang Mai District Police) clarified and summoned the subject who beat Mr. D., NHH.

According to H.'s statement, on the morning of August 22, he went to the HH4A Linh Dam building to play and parked his motorbike in front of the building's lobby. At around 9:00 a.m. the same day, H. saw that his motorbike was locked with a cable. At this time, H. called the building manager to report the incident and the building manager came down to unlock his motorbike so he could leave.

On the afternoon of August 23, H. continued to go to the HH4A Linh Dam building. In the lobby of the building, H. met and told Mr. D., who was sitting at the reception desk, about his car being locked the day before. At this time, there was an argument between H. and Mr. D., so the subject grabbed Mr. D. by the collar, slapped him, and used a pipe to hit him on the thigh.

Regarding the locking of H's vehicle, a representative of Hoang Liet Ward Police said that they will consult with the Ward People's Committee to discuss with the management unit of HH4A building in particular and apartment buildings in the area, and that there should be proactive arrangements and clear instructions and regulations for residents and guests about where to park their vehicles, in order to avoid similar incidents from happening.
