On May 15, the Government Office issued an official dispatch stating that in response to the Action Month on Drug Prevention and Control (June), International Day on Drug Prevention and Control and National Day on Drug Prevention and Control (June 26), Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee on AIDS, Drugs and Prostitution Prevention and Control, requested ministries, member agencies of the National Committee, and People's Committees of provinces and cities to direct the implementation of the Action Month on Drug Prevention and Control from June 1 to June 30. The Action Month has the theme "Resolutely and effectively preventing and controlling drugs, enhancing responsibility, proactively coordinating - For a drug-free community".

The Deputy Prime Minister requested the Ministry of Public Security to launch a high-profile campaign to attack and suppress drug-related crimes nationwide; intensify the fight against and eradicate complex drug-related hotspots and locations; focus on investigating and dismantling large-scale, inter-provincial, and transnational drug trafficking and transportation organizations and networks; arrest both the networks and their leaders; and develop plans to combat and prevent drug crimes on aviation, postal, and express delivery routes.

Drugs were discovered hidden in toothpaste transported by air from France to Vietnam on March 16, 2023, at Tan Son Nhat International Airport.

The Ministry of Public Security directed local police to strengthen screening, statistics, and grasp the situation of drug addicts and illegal drug users for strict management, especially in key and complicated areas with large concentrations of workers in industrial parks, export processing zones, and large urban construction projects...

The Ministry of National Defense (Border Guard Command, Coast Guard Command), and the Ministry of Finance (General Department of Customs) direct functional forces to closely and promptly coordinate with the police force to combat and destroy drug crime rings and organizations on land and sea borders, border gates, aviation, international post and express delivery.

The Deputy Prime Minister requested the Ministry of Labor, Invalids and Social Affairs to speed up the review and make a comprehensive list of drug rehabilitation facilities that need investment in repair, upgrading, and new construction to meet the requirements of drug rehabilitation work; and to replicate effective drug rehabilitation and post-rehabilitation management models at the facilities.

The Ministry of Education and Training and the Central Youth Union direct the organization of drug prevention and control propaganda activities for officials, union members, students and parents, focusing on propaganda about the consequences and harms of drugs, especially synthetic drugs and drugs "disguised" as foods such as candy, drinks, herbs, electronic cigarettes, etc.

The Deputy Prime Minister requested the Supreme People's Procuracy and the Supreme People's Court to direct close coordination with the investigation agencies at all levels of the Ministry of Public Security to speed up the investigation, prosecution and trial of major and serious cases of public concern; organize a number of pilot courts and mobile trials to propagate drug crime prevention.

The People's Committees of provinces and cities direct specialized forces, the core of which is the police force, to resolutely fight against drug crimes, eradicate complicated drug hotspots and gathering places; strictly control legal activities related to drugs; strengthen state management of business lines with conditions on security and order; inspect and eradicate areas of planting and replanting plants containing narcotics; direct functional agencies to closely coordinate with the police force to strengthen screening, statistics, and accurately assess the situation of drug addicts and illegal drug users for management, especially those showing signs of psychosis and "stonedness", not allowing them to cause incidents that disrupt security and order; organize to determine the status of addiction; apply appropriate drug rehabilitation measures, especially compulsory drug rehabilitation for those who do not have stable jobs and show signs of committing criminal offenses...
