According to a report from the Lao Cai Center for Disease Control, as of June 15, 2024, the province had a cumulative total of 3,404 people infected with HIV, of which 1,707 people infected with HIV were still alive and 1,697 people infected with HIV had died.

In order to maintain the goal of controlling the rate of HIV infection in the community and raising public awareness, HIV/AIDS services from preventive intervention, care and treatment are comprehensively deployed by the health sector.
Every year, the whole province has more than 1,100 people infected with HIV receiving ARV treatment; more than 1,300 people addicted to opium-like substances receiving Methadone substitution treatment; conducting more than 30,000 HIV tests; communicating directly to more than 40,000 people; reaching out and distributing syringes, needles, and condoms to more than 1,400 people... Lao Cai has implemented HIV/AIDS treatment payment through health insurance.

Working in Lao Cai, the monitoring delegation provided technical support for HIV/AIDS treatment implementation activities; updated information on antiretroviral drugs (ARV) management on the health insurance appraisal portal; reported ARV drug estimates on the HMED software; progress in receiving and ensuring the supply of drugs with negotiated prices (TLD, TLE400); used ARV drugs for centralized bidding under health insurance in 2023 and progress in implementing ARV drug contracts for the period 2024 - 2025; orientation for purchasing ARV drugs in 2025 for use from 2026; discussed difficulties and obstacles in ensuring the supply of ARV drugs and proposed solutions to overcome them.
