City Police take over the task of State management of drug addiction treatment

Kinhtedothi - The Hanoi People's Committee has issued Plan No. 41/KH-UBND on reviewing, making statistics, preparing conditions for transferring and receiving the task of State management on drug addiction treatment and post-treatment management from the Department of Labor, War Invalids and Social Affairs to the City Police.

Accordingly, based on the direction of the Ministry of Public Security and considering the practical situation in Hanoi, the City People's Committee requests to urgently implement specific tasks: organize surveys and assess the current situation of drug rehabilitation facilities; develop plans to build the organizational structure of drug rehabilitation facilities based on the direction of the Ministry of Public Security and the results of practical surveys.

Report and evaluate the current status of operations of public drug rehabilitation facilities in the city: Review and inventory assets, finances, and headquarters to hand over and receive them to new agencies and units according to regulations; Review and evaluate the staff and employees to arrange them in the correct job positions according to the new organizational structure; Review resources, develop demand plans, budget estimates, and plans for renovation, repair, and new construction... for the block of rehabilitation facilities to meet drug addiction treatment needs.

Implement the conversion of the governing body for affiliated units after consolidation and merger (after the Ministry of Public Security issues the Project to take over the task of state management of drug addiction treatment and post-drug addiction treatment management).

Implement policies and regimes for cadres, civil servants and employees under management when implementing transfers according to regulations of the Central and City.

Review the system of legal documents of the City related to the functions and tasks of the units before transferring to have proposed solutions for handling during the arrangement process.

In addition, review and systematize regulations and state management contents in the direction, guidance, inspection and evaluation of the field of drug addiction treatment and post-rehabilitation management of the city to propose amendments, supplements and replacements suitable for implementation after arrangement and reception.
