On the afternoon of November 4, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Ngoc Chau worked with the Provincial Industrial Park Management Board on state management of industrial parks, the implementation of industrial parks in the Provincial Planning; difficulties, obstacles, and recommendations to ensure the good completion of assigned functions and tasks, and effective management of industrial parks.

After listening to the report of the Industrial Park Management Board and the opinions of a number of related departments and branches, Chairman of the Provincial People's Committee Le Ngoc Chau requested the Provincial Industrial Park Management Board to gain experience in handling administrative procedures. The Board should review the administrative procedures and report any problems to the province for immediate resolution.

The Industrial Park Management Board arranges staff to coordinate with the Public Administration Service Center to handle administrative procedures for enterprises in the industrial park so that by 2025, the board's administrative reform indexes must be at the top.

The Chairman of the Provincial People's Committee requested the Provincial Industrial Park Management Board to coordinate with departments, branches and localities to review and urge slow-progressing projects, consider extending projects, especially projects that have been delayed for many years, and report to the Provincial People's Committee for solutions to avoid ineffective and wasteful extensions. Coordinate with the Department of Natural Resources and Environment to advise the province to reclaim land for projects that do not meet requirements.

The Management Board of Industrial Parks assigns officers, leaders, and specialists in charge of each industrial park to closely monitor site clearance, infrastructure construction progress, and implementation of commitments by investors, and must have weekly reports sent to the Provincial People's Committee Office.

The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to coordinate with the Industrial Park Management Board to advise on a thorough and large-scale organization of investment promotion in 2025 to attract large projects and strategic investors.

The Chairman of the Provincial People's Committee requested relevant departments to coordinate with the Provincial Industrial Park Management Board to guide infrastructure investors and enterprises in industrial parks to complete fire prevention and fighting systems and grant construction permits.

Currently, Hai Duong has many opportunities to attract investment, especially the planning of many industrial parks, abundant land and labor resources, and favorable conditions for rail, waterway, and road transportation. Therefore, in addition to the efforts of the Industrial Park Management Board, departments and branches need to coordinate closely, create favorable conditions to attract investment, pay attention to high-tech, clean projects, and minimize environmental pollution.

According to the report of the Provincial Industrial Parks Management Board, the province has established 17 industrial parks with a total area of ​​1,738 hectares, of which 12 industrial parks have invested in infrastructure construction and business exploitation, 5 industrial parks are clearing land, adjusting planning, constructing infrastructure and promoting investment attraction.

By the end of September 2024, industrial parks had attracted 410 secondary investment projects, including 321 foreign-invested projects from 23 countries, regions and territories with a total registered investment capital of about 6.29 billion USD, and 89 domestic projects with a total capital of 17,600 billion VND.

Up to now, about 299/410 secondary projects in the industrial park have invested, put into production and business operations, employing about 108,000 workers inside and outside the province.
