Attacks inside Russia have continued in recent weeks, mainly by drones on areas along the border, including an attack on an oil pipeline northwest of Moscow on Saturday.
“It is necessary to ensure the rapid movement of both military and civilian vehicles and cargo, including food, building materials and humanitarian aid to the new subjects of the Russian Federation,” Putin said.
Kherson, Zaporizhzhia, Luhansk and Donetsk are four regions in Ukraine that Mr Putin announced last September after a referendum.
On Saturday, officials said three people were wounded in Ukrainian shelling in Belgorod, an area targeted by pro-Ukrainian militants this week, raising doubts about Russia's defense capabilities.
Russia's Kursk and Belgorod regions bordering Ukraine are frequently attacked, with targets mostly targeting electricity, railway and military infrastructure. Local officials say Ukraine is behind the attacks.
