The memorial relief of the late Senator John McCain is located on the shore of Truc Bach Lake in Ba Dinh District, depicting McCain, an American pilot who was shot down with a Douglas A-4 Skyhawk on October 26, 1967, while bombing the North and had to parachute into the lake. After more than 5 years in Hoa Lo Prison, McCain was released under the Paris Agreement in 1973.

Returning to the US, McCain entered politics and worked to normalize and promote Vietnam-US relations. He also returned to Vietnam many times, visiting the relief marking the event when he and his plane were shot down by the Vietnamese military and civilians. McCain passed away on August 25, 2018, after more than a year of battling brain cancer.

During her visit to Vietnam in August 2021, US Vice President Kamala Harris laid flowers at the bas-relief in memory of the late Senator John McCain.
