General Department of Customs strengthens management and operation

On September 23, 2024, Deputy Director General of the General Department of Customs Tran Duc Hung issued Document No. 4532/TCHQ-VP on strengthening management and operation at units under and directly under the General Department of Customs.

The document clearly states that, in the past time, the collective of cadres, civil servants, public employees, and workers of units under and directly under the General Department of Customs have made great efforts to carry out assigned tasks, contributing to the completion of the common tasks of the entire Customs sector. However, currently, the workload at the General Department is increasing, the area of ​​operation is large, and there are some complicated cases that have not been promptly reported and directed.

Therefore, in order to further strengthen the direction and management of leaders at all levels during the time the General Department of Customs is researching and developing the Customs Working Regulations to replace the Regulations issued with Decision No. 3333/QD-TCHQ dated October 16, 2016, the General Department of Customs requests the Heads of affiliated and subordinate units to carry out a number of tasks as follows:

Regarding the reporting and information exchange for the weekly meetings of the General Department's leaders, the General Department of Customs requires the Heads and subordinate units to report to the General Department's leaders on special situations related to customs management in the area; on civil servants who commit serious violations in the implementation of customs procedures; on unusual incidents in the performance of official duties that have been reported by the media or attracted public attention.

At the same time, the Heads are required to report on serious internal disunity incidents or complaints and denunciations by cadres and civil servants of the unit; on civil servants detained (administrative or criminal) or summoned for investigation and verification by law enforcement agencies; on complicated, sensitive incidents or incidents that negatively affect the reputation of the Industry; and on other incidents if deemed necessary.

In addition, units under the General Department's agencies are responsible for seriously implementing the direction of the General Department of Customs on updating the progress of task implementation according to the instructions in Point 2 of Official Dispatch No. 4305/TCHQ-VP dated October 14, 2022 of the General Department of Customs. At the same time, register the content and prepare reporting documents, and seek opinions from the General Department's leadership at weekly meetings.

The General Department Office is assigned the task of convening members of relevant units to attend weekly General Department Leadership meetings; preparing content on the progress of implementing key tasks; difficulties and obstacles in work areas related to many units; outstanding and sensitive issues arising in relation to anti-corruption work and internal political protection.

The General Department of Customs also requires units to send reports to the General Department's leaders on documents reporting to the Ministry of Finance guiding operations and policies; documents guiding the handling of customs procedures and operations; and documents exchanging and giving opinions with ministries and branches on customs operations.

Heads of units under and directly under the General Department of Customs are required to seriously implement and thoroughly grasp the above contents.
