On February 13, the National Assembly discussed in groups: Draft Law on Government Organization (amended); Draft Law on Local Government Organization (amended); Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the State apparatus.

Speaking at the meeting, General Secretary To Lam said that the streamlining policy was supported by the people, agencies, and the National Assembly, and was implemented very quickly, showing that the policy was very correct. This is what the people have been waiting for for a long time, streamlining the apparatus and saving money is only a part, more importantly, the efficiency, effectiveness, and efficiency of the apparatus, bringing the country to development, this is what is most desired.

According to the General Secretary, for the country to develop, the most important task is to have growth. Once there is growth, people's lives must satisfy increasingly high demands in all aspects. When the economy develops, people's lives must be improved. That is the consistent goal.

The General Secretary also stated: To streamline the apparatus for efficiency, effectiveness and efficiency, it is necessary to define the correct functions and tasks and to have efficiency and effectiveness in State management. To do well, the system of legal regulations, laws, and the State apparatus must be implemented by all people and implemented unanimously by the whole society. In addition, it is necessary to arrange cadres to improve efficiency and effectiveness, and enforce the law in accordance with regulations.

“The basic organizational model has received consensus from the Central to the National Assembly, the Government to local authorities, and the grassroots to the people. The mechanism for implementing this activity must be regulated by the legal system. Then, once agreed upon, a team of cadres must be arranged to carry out the tasks and must be devoted to the people and the Party,” the General Secretary stated.

The arrangement and streamlining of the apparatus is only the first step, this is a whole process that needs to be further evaluated. It is necessary to evaluate the government apparatus, its efficiency, effectiveness and efficiency.

The General Secretary affirmed that the goal of the reform of the apparatus is to promote economic growth. Only with growth can we have enough potential to protect the country, protect the Fatherland, have enough conditions to implement the policies of the Party and State, achieve new goals, and avoid the risk of falling behind. There is no other way. Whatever hinders our development, whatever is a bottleneck, must be resolved.

The General Secretary emphasized that the State apparatus must serve the development of society, and must mobilize the people and businesses to actively participate in building and developing the country. It is necessary to improve the quality of services for the people to promote the participation of the whole society in the process of improving the efficiency of the administrative apparatus and consolidating democracy; if the strength of the people cannot be mobilized, it will be very difficult.

The General Secretary also said that during the process, he also researched very carefully, from history, systems, and experiences of other countries. All countries must take into account the effectiveness of governance. If the government is ineffective, the people will lose confidence. People's satisfaction must be assessed, many criteria evaluate the performance and efficiency of the state apparatus, government, and administration.

To develop a socialist-oriented market economy, the General Secretary noted that the apparatus must ensure that goal, and anything that hinders it must be eliminated. Looking at the world, there are only two countries with a Ministry of Planning and Investment, Vietnam and Laos, but Laos has also merged into the Ministry of Finance, and there is no longer a Ministry of Planning and Investment.

The General Secretary also stated that the legal and administrative systems must be perfected and implemented by all people, not just arranged for the apparatus to operate, which is very inappropriate.

The General Secretary also emphasized that the recent achievements in national renovation are great, but looking at other countries, we are too slow, and our national competitiveness is very difficult. Like Singapore, 50-60 years ago, they were poor, with only hills and fishing villages. Singaporeans said that at that time, going to Saigon and getting examined at Cho Ray Hospital was a dream. Now it is the opposite, we dream of going to Singapore for medical examination. Not only Singapore but also Thailand, Malaysia, and South Korea. Looking at China, 40 years of reform and opening up, similar to Vietnam, the average income per capita is the same, about a few hundred USD, now they are 12,000 USD, we are less than 5,000 USD. Only by comparing like that can we see how difficult our pace is.

According to the General Secretary, the risk of falling behind is one of the four risks identified by the Party since the 6th Congress, which still exists and is even more complicated because the world has developed. Look at the national position in the international arena and then look at the position of human development. This is also a very important goal. People need to develop in a developed society, a developed country. The needs of the people must be cared for, educated, free, and must be developed in accordance with the interests of the State and the Party. It is necessary to improve the quality of services for the people, promote social participation in the process of improving the efficiency of the administrative apparatus and consolidating democracy. If the people's strength cannot be mobilized, it will be very difficult.
