On the afternoon of September 26 (local time), right after the solemn State-level welcoming ceremony at the Revolution Palace in Havana, General Secretary and President To Lam held high-level talks with First Secretary and President of Cuba Miguel Díaz-Canel Bermudez.
First Secretary and President of Cuba Miguel Díaz-Canel Bermudez warmly welcomed General Secretary and President To Lam and his wife, along with the high-ranking delegation of the Vietnamese Party and State, on their State visit to Cuba; and congratulated Comrade To Lam on being elected to the position of General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam.
Comrade Miguel Díaz-Canel Bermudez once again expressed his deep condolences on the passing of General Secretary Nguyen Phu Trong; highly appreciated the great contributions of the late General Secretary Nguyen Phu Trong to the revolutionary cause of Vietnam, the development of Vietnam-Cuba relations, as well as his tireless dedication to the world socialist movement.
The First Secretary and President of Cuba emphasized that the first State visit to Cuba by General Secretary and President To Lam in his capacity as head of the Party and State of Vietnam is of special significance, demonstrating the high regard and revolutionary solidarity of the two Parties and two countries, contributing to promoting the depth of trust and creating substantive changes for bilateral relations in the coming time.
He affirmed that the Party, State and people of Cuba highly value the traditional, special and loyal friendship with Vietnam; and will continue to unite with Vietnam in the cause of building the country on the path of socialism.
General Secretary and President To Lam respectfully thanked the First Secretary and President of Cuba, the leaders and people of Cuba for their deep sentiments, thoughtful and respectful reception, and the camaraderie of comrades, deeply demonstrating the loyal and special relationship between the two parties and two countries, as President Ho Chi Minh once said, "Vietnam and Cuba are thousands of miles apart, but the hearts of the two peoples are as close as brothers in one family."
General Secretary and President To Lam expressed his gratitude for the support and assistance from the Cuban Party, State and people to the Vietnamese people in overcoming the severe consequences of the recent storm No. 3 (Yagi).
General Secretary and President To Lam emphasized that this visit to Cuba once again affirms the importance and strong determination of the Party, State and people of Vietnam in strengthening and improving the effectiveness of the close, exemplary comradely and brotherly relationship in international relations, the special solidarity and comprehensive cooperation between the two Parties and two countries.
First Secretary and President of Cuba Miguel Díaz-Canel Bermudez congratulated the great and historic achievements that the Party, State and people of Vietnam have achieved in the renovation process over the past nearly 40 years, bringing Vietnam's foundation, potential, position and international prestige to unprecedented heights; highly appreciated the theoretical and practical experience in socialism and the path to socialism in Vietnam.
Comrade Miguel Díaz-Canel Bermudez believes that under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, Vietnam will continue to achieve even greater achievements in the cause of building socialism, successfully implementing the Resolution of the 13th National Congress and successfully organizing the 14th National Party Congress, realizing the goal of becoming a developed, high-income, socialist-oriented country by 2045.

Comrade To Lam believes that under the wise leadership of the Communist Party of Cuba, with the glorious history and solid foundation of the Cuban Revolution, the Cuban people will soon overcome the current difficult period and successfully achieve the set goals; affirming that the Party, State and people of Vietnam always unite with the Party, State and people of Cuba, consider Cuba's success as their own success, and jointly face the difficulties and challenges that Cuba must solve.
General Secretary and President To Lam expressed his deep appreciation and gratitude for the sentiments and valuable assistance of the Cuban Party, State and people to the Vietnamese Party, State and people in the past struggle for national liberation and the current cause of national construction and defense; affirmed the consistent stance of the Vietnamese Party, State and people in solidarity and support for the just struggle of the Cuban people, and requested the lifting of the blockade and embargo against Cuba, and the removal of Cuba from the unilateral list of countries sponsoring terrorism.
General Secretary and President To Lam and First Secretary and President of Cuba Miguel Díaz-Canel Bermudez discussed the relations between the two Parties and countries in recent times; expressed satisfaction with the good development of the relations between the two countries at all levels and in all fields. The two leaders emphasized the similarities between Vietnam and Cuba in history and spirit, in the path to socialism and the strong relationship that has been built and forged over time by President Ho Chi Minh and Commander-in-Chief Fidel Castro.
The two leaders are determined to continue to strongly develop the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba to a new level of comprehensiveness, substance, effectiveness and sustainability, in the spirit of mutual support, cooperation and development, for the cause of development and construction of socialism, for the benefit of the people of the two countries, for peace, cooperation and development in each region and the world.
In that spirit, the two leaders agreed to enhance mutual understanding, exchange and coordination on political and strategic issues, including promoting the effectiveness of visits and exchanges in flexible forms, especially at high levels; emphasizing that the relationship between the two parties is the political foundation that guides the strategy for bilateral relations in all fields. The two sides agreed to strengthen cooperation and exchanges between the two parties' advisory bodies and departments in exchanging and sharing experiences and theories on building socialism and building the Party.
The two leaders agreed to coordinate well in organizing the 6th Theoretical Workshop between the two Parties and the 2nd International Scientific Workshop on the revolutionary vision of President Ho Chi Minh and Cuban Revolutionary Leader Fidel Castro, and other cooperative activities in the coming time.
General Secretary and President To Lam and First Secretary and President of Cuba Miguel Díaz-Canel Bermudez emphasized improving the effectiveness of the Vietnam-Cuba Intergovernmental Commission and other mechanisms in the fields of defense, security and foreign affairs.
General Secretary and President To Lam and First Secretary and President of Cuba Miguel Díaz-Canel Bermudez agreed to promote and deepen economic cooperation, jointly study new cooperation methods, remove difficulties, promote the Trade Agreement between the two countries to increase trade turnover to 500 million USD in the next 5 years; create necessary conditions for sustainable business activities of Vietnamese enterprises in Cuba, in line with Cuba's policy of attracting investment for economic development.
The two leaders supported relevant agencies of both sides to strengthen coordination in researching agricultural production cooperation models to support Cuba in increasing local output and production capacity, developing the agricultural sector, and ensuring food security. The two leaders also agreed to promote and expand cooperation in the fields of energy, biotechnology, health, tourism, telecommunications, and construction; and promote cooperation between localities and people of the two countries.
General Secretary and President To Lam and First Secretary and President of Cuba Miguel Díaz-Canel Bermudez agreed to continue to actively support and assist each other at international organizations and forums.
The two leaders shared the importance of maintaining peace, stability and development; agreed that international disputes must be resolved by peaceful means, on the basis of respect for international law and the United Nations Charter; agreed that relations between countries must be built on the basis of respect for independence, sovereignty, equality, self-determination of peoples and the fundamental principles of international law, including respect for each other's territorial integrity and non-interference in each other's internal affairs.
General Secretary and President To Lam and First Secretary and President of Cuba Miguel Díaz-Canel Bermudez agreed to jointly direct agencies, organizations and localities of the two countries to thoroughly grasp and effectively implement the common perception and results of the visit, and soon achieve concrete results.
General Secretary and President To Lam respectfully invited First Secretary and President of Cuba Miguel Díaz-Canel Bermudez to visit Vietnam in 2025 on the occasion of the 65th anniversary of the establishment of diplomatic relations between the two countries (December 2, 1960 - December 2, 2025) and Vietnam's 50th anniversary of the liberation of the South and national reunification. First Secretary and President of Cuba Miguel Díaz-Canel Bermudez sincerely thanked and happily accepted the invitation.
At the meeting, General Secretary and President To Lam informed First Secretary and President of Cuba Miguel Díaz-Canel Bermudez about the Party, State and people of Vietnam presenting 10,000 tons of rice to the Cuban people; the Central Committee of the Communist Party of Vietnam presenting 500 computers to the Central Committee of the Communist Party of Cuba; the Vietnam General Confederation of Labor presenting the Cuban Workers' Center; and some Vietnamese localities also presenting some gifts to the Cuban people.
Immediately after the talks, the two leaders of Vietnam and Cuba witnessed the signing of seven cooperation documents between ministries, sectors and localities of the two countries, including: Coordination Plan between the Central Foreign Affairs Commission of the Communist Party of Vietnam and the Central Foreign Affairs Commission of the Communist Party of Cuba; Cooperation Agreement between the Central Economic Commission of the Communist Party of Vietnam and the Central Economic and Production Commission of the Communist Party of Cuba; Cooperation Agreement between the Communist Magazine and the Socialist Cuba Magazine; Memorandum of Understanding on cooperation between the State Bank of Vietnam and the Central Bank of Cuba; Agreement on establishing friendship and cooperation between Vinh Phuc province, Socialist Republic of Vietnam and Mayabeque province, Republic of Cuba; Memorandum of Understanding on cooperation between the People's Committee of Quang Tri province and the Ministry of Health of Cuba; Cooperation Document between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture of Cuba.
