General Secretary To Lam: "Golden opportunity" to streamline organizational apparatus

Speaking at the group meeting on 3 contents: Draft Law on Government Organization (amended); Draft Law on Organization of Local Government (amended); Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the State apparatus on the morning of February 13, General Secretary To Lam said that the work of streamlining the apparatus has been agreed upon and supported by the people, agencies, and the National Assembly, and has been implemented very quickly and very well. This is a correct policy and has been long-awaited by the people.

"Streamlining the apparatus to save money or for economic reasons is one part, but the most important, more important, is the efficiency, effectiveness, and effectiveness of the State apparatus to develop the country," the General Secretary emphasized.

Must improve service quality for people

For the country to develop, According to the General Secretary, there must be growth, this is a very important task, because when there is growth, people's lives must be improved, satisfying the people's increasing needs in all areas from society to health, education, culture...

“We cannot say that the growth numbers are high but people’s lives do not change. If so, where does the growth go? Therefore, these two things must always be ensured and continuously linked together,” the General Secretary emphasized, adding that he would like to pay attention to streamlining the apparatus for effectiveness and efficiency.

Accordingly, efficiency and effectiveness must determine functions and tasks, be correct in function and task, and must be effective and efficient in the State apparatus.

The next point raised by the General Secretary is that there must be a system of legal regulations and laws. To do well, the organizational model and the legal regulations system must be implemented by the whole society, and the apparatus cannot be left to each person to go in a different direction. Emphasizing that this is a "golden opportunity" to streamline the organizational apparatus, the General Secretary said that leadership ability, long-term vision, adaptability, strategic priorities and innovation of the administration and Government are the criteria to evaluate the performance and results of the apparatus.

“Each stage and each direction requires an apparatus to implement. We determine to develop a socialist-oriented market economy, so the apparatus and legal policies must ensure that goal,” the General Secretary pointed out.

General Secretary To Lam emphasized that the State apparatus must serve the development of society and must mobilize the people and businesses to actively participate in building and developing the country. This apparatus must improve the quality of services for the people to promote the participation of the whole society in the process of improving the efficiency of the administrative apparatus and consolidating democracy. Because if the strength of the people cannot be mobilized, it will be very difficult.

Must be decisive, resolute

Regarding the draft Resolution of the National Assembly on regulations for handling a number of issues related to the reorganization of the state apparatus, National Assembly Chairman Tran Thanh Man agreed that the Government, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy should consider issuing documents or authorize the issuance of documents to resolve issues arising in the reorganization of the state apparatus under the authority of the National Assembly and periodically report to the National Assembly Standing Committee and the National Assembly. This is a new point in the draft Resolution.

According to the National Assembly Chairman, there is still much work to be done in the process of reorganizing the apparatus. Regarding the law alone, there are more than 300 related laws, more than 5,000 documents related to decrees and circulars, which cannot be handled in just this 6.5-day extraordinary session and must continue to be implemented. Therefore, there needs to be a mechanism allowing the Government, the Chief Justice of the Supreme People's Court, and the Chief Prosecutor of the Supreme People's Procuracy to consider issuing documents or authorize the issuance of documents to resolve arising issues so that from 1/3 of the next, the state apparatus can be put into operation.

"The revolution of streamlining the apparatus to be strong, efficient, effective and efficient has received a very good response from the people, cadres and party members. We have arranged for the apparatus to be streamlined but strong. To be strong, we need people. We must choose elite people, talented people, people with enough capacity and qualities to serve the country and the people," said the National Assembly Chairman.

Emphasizing that the amendment of the Law on Government Organization, the Law on Local Government Organization and the issuance of the National Assembly Resolution on handling a number of issues arising after the reorganization of the apparatus must closely follow the Party's policies, the provisions of the Constitution and the law to ensure quality requirements, creating a legal basis for the apparatus to operate, National Assembly Chairman Tran Thanh Man once again stated that "we must be decisive, resolute, and determined, but we must also be determined to do more to have products for the country."

Delegate Tran Thi Hong Thanh (Ninh Binh delegation) expressed her agreement with the submitted documents as well as the draft contents. According to the delegate, the Government's documents on regulations ensure legality when changing the organizational structure, and related legal documents must be revised synchronously to serve as a legal basis for implementation.

"The Government's resolution submitted to the National Assembly is a very effective and correct initiative. We need to implement it in the current context when organizing and arranging, and also ensuring the legal basis so that after the arrangement, all state agencies and organizations can operate smoothly and promptly, meeting the requirements of the new era," said delegate Tran Thi Hong Thanh./.
