Evaluation and lessons learned after the grassroots congress

On the morning of February 21, right after the opening session of the Xuan Khe Commune Party Congress for the 2025-2030 term, the Standing Committee of the Provincial Party Committee and delegates of the province met to evaluate and draw experience from the organization work, point out the good and bad aspects of the congress, and agree on the main contents for the units to direct and successfully organize the grassroots party congresses in the coming time. The Congress of Xuan Khe Commune Party Committee for the 2025-2030 term took place over two days (February 20-21). At the preparatory session, the congress elected the Presidium, Secretariat, and Qualification Review Committee; approved the congress regulations and election regulations within the Party; reported on the synthesis of comments on documents of the higher-level Party Congress; approved the personnel plan for the XXVIII Party Committee Executive Committee and discussed it.

At the official session, the congress opened and approved important contents: approving the report on the results of the verification of the qualifications of delegates; political report, review report of the 27th Party Committee of Xuan Khe commune, term 2020 - 2025, comments; electing 15 comrades to participate in the 28th Party Committee of the commune, term 2025 - 2030.

According to the assessment, the contents of the congress ensured the requirements of Directive 35 of the Politburo, Instruction 27 of the Central Organizing Committee and documents of the province on organizing party congresses at all levels towards the 14th National Congress of the Party. The facilities for the congress were carefully prepared, creating a good impression. The congress was decorated in accordance with the instructions of the Central Committee and the Provincial Party Committee. The congress propaganda work was well carried out with many diverse forms, in accordance with the instructions, creating a joyful and exciting atmosphere, becoming a widespread political activity among cadres and party members. The documents submitted to the congress were carefully prepared, ensuring quality.

The presentations at the congress focused on clarifying the results achieved in the previous term, proposing solutions to implement the key political tasks stated in the draft Resolution of the Congress. The work of preparing personnel and electing the Party Committee for the 2025-2030 term ensured the requirements in Directive 35 of the Politburo (on standards, structure, proportion of young people, proportion of women, and innovation of the Party Committee, including some high rates such as: 100% of Party Committee members have a university degree or higher (with 2 comrades having a post-graduate degree); the proportion of women reached 40% (the regulation is 15% or higher); the proportion of young people reached 26.7% (the regulation is 10% or higher).

Speaking at the meeting, Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial Party Committee congratulated the Xuan Khe Commune Party Committee for successfully directing and organizing the Commune Party Congress for the 2025-2030 term. At the same time, she acknowledged, commended, and highly appreciated the leadership and direction role in organizing the commune-level model congress of the Ly Nhan District Party Committee and the Xuan Khe Commune Party Committee. Based on the discussion and experience of the model congress, the Standing Committee and the Party Committees at the district, town, and city levels led and directed the commune-level Party Committees to pay special attention to carefully preparing the quality of the congress documents and the personnel plan for the new term. The selected papers presented at the congress, especially at the official session, should consider selecting an appropriate number of papers based on the representation of the fields; focusing on improving the quality of the papers. The process of electing personnel at the congress needs to create a democratic and united atmosphere throughout the Party, paying attention to preparing ballots to meet the requirements of machine-based vote counting. The Standing Deputy Secretary of the Provincial Party Committee also noted a number of contents related to the celebration work, propaganda work, etc. so that the congress can be organized with quality, success, and economy, avoiding waste while still creating a vibrant atmosphere in each delegate, in the entire Party, and in the entire people.
