Based on the policy in the Resolution of the 12th Congress of the Vietnam General Confederation of Labor, in 2018, the Executive Committee of the Vietnam General Confederation of Labor has concretized the movement "Good advice, good service" in Resolution No. 04 dated August 16, 2019 on improving the quality of patriotic emulation movements and campaigns among cadres, civil servants, public employees, and workers and deployed it throughout the system with the following content: "Good advice" means giving correct, accurate, timely, creative advice, bringing high efficiency to the State, society, people, workers and enterprises; "Good service" means serving thoughtfully, enthusiastically, responsibly, effectively in accordance with assigned duties and tasks, satisfying people, businesses and customers. Service is also understood as serving the glorious cause of the Party, serving the Fatherland and the nation.

After 5 years of implementation, the movement has penetrated deeply into the grassroots, received the response and implementation of specific, practical and effective actions by a large number of cadres, civil servants, public employees and workers in each agency and unit. "Good advice, good service" along with other emulation movements and campaigns have created great changes in the contingent of cadres, civil servants, public employees and workers nationwide in terms of professional quality, spirit, service attitude, completing the increasingly heavy and complicated workload in the context of many changes in the world, with new and unprecedented issues, contributing to promoting socio-economic development, building and rectifying the Party, ensuring national defense and security, improving people's lives and the country's position.
From the movement, tens of thousands of typical examples of collectives and individuals with "Good advice, good service" have emerged, thousands of comrades have received medals of various types, State Awards, certificates of merit from the Prime Minister and many other noble titles.
Speaking at the meeting, on behalf of the Party and State leaders, General Secretary and President To Lam warmly commended and congratulated the Vietnam Civil Servants' Trade Union for organizing and implementing the movement well and 150 advanced models in the movement "Good advice, good service" were commended.

General Secretary and President To Lam emphasized that the advanced models at today's meeting are outstanding examples, dedicated, daring to think, daring to do, daring to take responsibility, daring to innovate, working with high productivity and good quality; dedicated, highly responsible in work; wholeheartedly and wholeheartedly for the common task, serving the Fatherland and serving the people.
The General Secretary and President was moved to learn that many cadres, civil servants, public employees, and workers, despite low incomes and many difficulties in life, have strived to overcome all challenges, resolutely overcome temptations, worked with a high sense of responsibility, practiced integrity, impartiality, transparency, and respect for the law, maintained public ethics, and were loved and trusted by colleagues and the people.
The General Secretary and President emphasized that the delegates are also advanced examples of studying and following Ho Chi Minh's ideology, morality and style, and are pioneers in implementing Uncle Ho's Testament.

General Secretary and President To Lam said that the Resolution of the 13th National Party Congress sets the strategic goal that by 2030 our country will be a developing country with modern industry and high average income; by 2045 it will become a developed country with a socialist orientation and high income. That is the aspiration of the entire nation and also the implementation of President Ho Chi Minh's testament: "Our entire Party and people will unite and strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, making a worthy contribution to the world revolutionary cause."
According to General Secretary and President To Lam, to successfully achieve strategic goals, we must maximize internal resources and take advantage of external resources, of which human resources are the most important internal resources.
“As President Ho Chi Minh repeatedly affirmed, cadres, civil servants and public employees are servants of the people. Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might. We must love and respect the people. Uncle Ho's viewpoint has become a philosophy of leadership, administration and public service implementation, in which the responsibility and obligation of leaders, cadres, civil servants and public employees is to serve. Each of us must always keep this in mind, consider it a lesson to be learned by heart, a guiding principle throughout the process of performing public service," General Secretary and President To Lam emphasized.
General Secretary and President To Lam hopes that in daily tasks and work, from advising on macro policies and strategies to specific administrative and service tasks, each person must love the people, listen to the people, wholeheartedly worry, ponder and be determined to promptly, thoroughly and effectively resolve issues arising related to people's lives and livelihoods and difficulties of organizations and businesses. One must put oneself in the position of the people when advising, proposing policies and strategies or resolving administrative procedures.

General Secretary and President To Lam noted that, in response to the requirements of national development in the context of globalization and the Fourth Industrial Revolution, based on digital transformation, green transformation and knowledge-based economy, cadres, civil servants, public employees and workers must be truly dynamic and innovative.
According to the General Secretary and President, in order to innovate, dare to think, dare to do, dare to take responsibility, cadres, civil servants and public employees must constantly train their political mettle; firmly grasp policies and laws; constantly improve their knowledge, renew their thinking and vision; be dedicated, concerned and passionate about their assigned work and tasks; have a spirit of lifelong self-study, always update their knowledge and develop their skills to meet the requirements of the new situation.
To promote innovative thinking and creativity in personnel work, Party committees at all levels, leadership collectives and heads must correctly evaluate cadres, truly care about encouraging, planning, promoting, encouraging and protecting dynamic, creative cadres who dare to think, dare to do and dare to take responsibility for the common good. Focus on overcoming the situation where a number of cadres, civil servants and public employees avoid, push back, are indifferent, insensitive, work perfunctorily, roughly, ineffectively, are afraid of making mistakes and being responsible in performing public duties; do not dare to advise, do not make decisions, do not dare to face difficulties in performing assigned tasks.
