Close to the people, living in reality at the grassroots level, those working in villages and residential groups have been silently contributing to the increasingly better life of the community and residential areas.
Promoting people's solidarity
The nearly 1km long road - connecting National Highway 1 to Mrs. Nguyen Thi Hoa's house (Group 10, Phu Nam Village, Tam Xuan II Commune, Nui Thanh) has just been widened from 4m to 8m, waiting for asphalt concrete. 45 affected households have voluntarily donated land, structures, and trees to make way for the road.
Not affected by the road expansion, Ms. Le Thi Ai's household (Group 9, Phu Nam village) voluntarily gave up 80m2 of rice field to the household whose adjacent rice field was affected and donated land to create a flat surface. With this sharing, the directly affected household did not suffer too much from the road expansion.
The positive spirit of responding to the campaign to donate land to open rural roads of Mrs. Le Thi Ai's family is also marked by the existence of the main traffic route of the village located next to the house. In 2020, Mrs. Le Thi Ai's family voluntarily dismantled the fence and gate to donate hundreds of square meters of land to expand rural roads, contributing to the construction and completion of the criteria for the first model new rural residential area of the commune.
Ms. Ai shared that her family is willing to donate more land if the village and commune mobilize to expand the road. There is no calculation of gains and losses, only the thought of contributing to expand the road so that her children and grandchildren can travel safely and the appearance of the residential area will improve.
“The cadres of Phu Nam village are very enthusiastic about the local movement, for the people's lives. They actively propagate, mobilize, and are enthusiastic about each task at the grassroots level, but if we selfishly stand aside, how can we do that? We also have to "follow", for the development of our homeland" - Ms. Ai said.
With the dedication and responsibility of the village cadres, the people agreed and joined hands to make Phu Nam the leading bird of the commune in building new rural areas. The emulation movement of Phu Nam village is always at the top of the commune. The people's lives have gradually developed, reaching an average income of 62 million VND/person/year.
Mr. Bui Van Thuy - Secretary of Phu Nam village Party Cell shared that understanding the work that village cadres have been doing has created a high level of consensus among the people. This is the key to successfully implementing the political tasks assigned to the locality by superiors.
Mr. Nguyen Tan Dong - Chairman of the Vietnam Fatherland Front Committee of Tam Xuan II Commune said that, with the consensus of Phu Nam people, the locality is calculating to expand the road surface connecting from National Highway 1 to Mr. Tuan's house (1.2km long) and the road from National Highway 1 to Mr. Chau Ngoc Diep's house (1.6km long) to asphalt concrete (it is estimated that nearly 250 households will be affected). From there, it will contribute to creating a highlight in the construction of the new rural area of the commune.
Be a role model, take the lead
It has become a tradition that at the end of each year, the Standing Committee of Thang Binh District Party Committee organizes meetings to honor the Party cell secretaries of villages and residential groups in the district.
In Thang Binh, many Party cell secretaries concurrently hold the positions of village chief, residential group chief or head of the local work committee. Although the area in charge is large and the number of Party members is large, with a high sense of responsibility and dedication to the local movement, the comrades have led the Party cell to perform well its political tasks, build a Party cell that is strong in politics, ideology, organization and ethics; well implement the grassroots democracy regulations, making an important contribution to the overall achievements of the locality.
Chairman of the Provincial People's Committee Le Van Dung said that at today's meeting, the Provincial People's Committee awarded Certificates of Merit to 240 village/residential group cadres who had made outstanding achievements, contributing to the overall development of the province in recent times. "This is a recognition and gratitude for the contributions and overcoming difficulties of village/residential group cadres, especially in the work of propagating and mobilizing people in residential areas to join hands and contribute to building the homeland of Quang Nam. Strengthening the trust and pride in the contributions and contributions of village/residential group cadres, together arousing the aspiration to build Quang Nam province to develop in the new stage" - said comrade Le Van Dung.
Focusing on propaganda and mobilizing people to care for economic development associated with new rural construction is a key and consistent task in directing and leading grassroots activities of the Quy Huong village Party Cell (Binh Quy commune). This task is included in the Party Cell's resolution to be implemented during the term.
Mr. Duong Trung Hoa - Secretary of the Party Cell of Quy Huong village expressed that when village cadres promote their exemplary role and take the lead in carrying out assigned tasks, then propaganda work will be effective and create high consensus among the people. The leadership of party members and village cadres will be the driving force for the whole village to make efforts to successfully complete the goals and tasks set for the year, consolidate and improve the criteria for building new rural areas and advanced new rural areas.

Implementing the direction of the Provincial Party Standing Committee, the meeting with Party Cell Secretaries, Village Heads, Heads of Residential Groups, Heads of Village and Residential Group Front Work Committees in the province was held on the occasion of the Lunar New Year 2025 and the 50th Anniversary of the Liberation of Quang Nam Province (March 24). This is an opportunity for provincial leaders to meet, acknowledge and commend the contributions of village and residential group cadres to the overall development results of the province. At the same time, listen to and grasp the thoughts and aspirations of village and residential group cadres; thereby promptly encouraging, motivating and promoting the core role of village and residential group cadres in propagating and disseminating the policies and guidelines of the Party and State to the people at the grassroots level, contributing to promoting the development of the province.

From the actual situation, it can be seen that in villages and residential groups, the Party cell secretary does not only perform Party work, the Party cell does not only lead the implementation of political tasks, give policies, issue resolutions and then finish. Dedicated to the people, the village chief saved the whole village from landslide.
“We put the safety of people’s lives and peaceful lives above all else.” The words shared by Mr. Ho Van Nui - Head of Village 3, Tra Don Commune, Nam Tra My is also the working motto, promptly evacuating Tu Hon villagers to avoid landslides.
At the end of November 2024, a landslide occurred at Ngoc Mong mountain peak (village 3, Tra Don commune, Nam Tra My), threatening the lives and property of Tu Hon villagers.
Before that, anticipating the dangerous situation, Village Chief Ho Van Nui (born in 1990) and members of the Village People's Committee closely monitored any unusual signs. Thereby promptly detecting and reporting the situation of rolling rocks on the top of Ngoc Mong Mountain so that the commune and district could take support measures. At the same time, mobilizing local forces to support all 18 households, with 73 people in the affected area, to evacuate to temporary accommodation in neighboring villages. At the same time, finding a suitable location to build a new resettlement area for these households.
Mr. Ho Van Nui informed that the whole village has 207 households, with 927 people, divided into 8 small residential areas, living along the mountainside. Through the support policy according to Resolution No. 12 and 23 of the Provincial People's Council, from 2017 to now, 159 households in the village have relocated their houses out of areas at high risk of landslides due to natural disasters. The relocated people are all excited, have stabilized their lives, and are assured of production. The village has also mobilized more than 300 households to proactively evacuate to prevent natural disasters; there have been no unfortunate incidents caused by natural disasters.
However, the risk of landslides is always latent, especially in recent times when earthquakes have frequently occurred. As the village chief since 2019, he is very familiar with the erratic nature of the mountain. In village meetings and residential area meetings, Ho Van Nui regularly propagates and reminds people to pay attention to checking their living areas. Thereby, early detection of strange fluctuations, such as cracks, fractures, new underground water veins, etc. to promptly report to superiors, inspect, and find solutions.
“I regularly monitor weather developments from the official information channels of the district and commune, especially when the rainy and stormy season begins, so that I can promptly go to each area and each house to inform people so that they can proactively take precautions. At residential areas, I and the village People's Committee have mobilized young people to join shock troops to be ready to help villagers respond promptly to any situation that occurs in the spirit of 4 on-site actions,” Mr. Nui shared.
When a dangerous situation occurred, Mr. Nui and the People's Committee of Village 3, together with the Fatherland Front and the commune's mass organizations, visited each house to reassure the people, and at the same time explained and encouraged them to evacuate to other safe areas. For cases of subjective thinking and disregard for danger, the young village chief patiently explained so that the family could understand and comply.
In order to quickly stabilize the lives of families who had to move out of the danger zone, Village Chief Ho Van Nui and the People's Committee of Village 3 coordinated with relevant agencies to find new settlements for these households. They organized meetings to mobilize and persuade other families in the village to promote solidarity and support the affected families. "Through mobilization, many households voluntarily donated land; in particular, some households agreed to relocate and rebuild their houses to create land for affected households to settle down. We put the safety of people's lives and peaceful lives above all else," said Mr. Nui.
Difficult to retire because of... people's trust
After many years as village chief, in 2018, Mr. Phan Van Tam (born in 1952, in Phu Sa village, Que Xuan 1 commune, Que Son) asked to retire, but the people did not... allow it and continued to trust and elect him to hold this position until now.
In Phu Sa village, people often call Mr. Phan Van Tam by the intimate name Tam Huong. Mr. Tam Huong was elected as the village chief in 2009. Before preparing to elect the position of Phu Sa village chief for the 2018-2021 term, Mr. Tam Huong asked to withdraw from the list of nominees because he thought he was not a party member and did not meet the requirements set by his superiors.
Hearing that Mr. Tam Huong would retire from the position of village chief in the 2018-2021 term, most of the people of Phu Sa village requested the competent authority to include him in the list of candidates for the election of the village chief position. As a result, Mr. Tam Huong was elected. In the 2021-2026 term, he was again elected by the local people as village chief.
“Up to now, I have been the head of Phu Sa village for more than 15 years. Being the head of the village is like being the daughter-in-law of a hundred families. No matter how big or small the people call on me. When people call, I have to promptly resolve the issue, if it is legitimate and appropriate,” Mr. Tam Huong shared.
Phu Sa village has 371 households with a total of 1,207 people, people's lives mainly depend on agricultural production. Currently, on average, each crop, local farmers sow 51 hectares of rice and cultivate 20 hectares of various crops.
Mr. Vo Ban in Phu Sa village said: “Most of the people in my village trust and respect Mr. Tam Huong. For many years as village chief, he has always been enthusiastic and close to the people. If he were to retire as village chief, the people would be very disappointed...”.
Mr. Phan Van Thanh - Vice Chairman of Que Xuan 1 Commune People's Committee said that for many years, Mr. Tam Huong has been very close to the people's production. Notably, he always pays attention to the land preparation, guidance on planting, irrigation water supply, pest control in the fields and harvesting agricultural products.
“Not only actively supporting people to develop production, recently Mr. Tam Huong has also been very enthusiastic in implementing the model of a new rural residential area, especially investing in building new, upgrading, and repairing essential infrastructure such as cultural houses, domestic water supply systems, lighting, rural traffic, intra-field traffic, entertainment areas…” - Mr. Phan Van Thanh said.
Mr. Tam Huong said that in recent years, thanks to the strong changes in the economic sector, the lives of people in Phu Sa village have improved significantly. According to statistics, in 2024, the average income per capita of the village reached 60.7 million VND, an increase of 12.7 million VND compared to 2019. Currently, the whole village still has 10 poor households, all of whom are subject to social protection.
Notably, Phu Sa village has been recognized as a Cultural Village for 17 consecutive years. In 2021, Phu Sa was recognized by the People's Committee of Que Son district as meeting the standards of a model new rural village and to date continues to maintain the standard of 10/10 criteria according to the new set of criteria for the period 2022 - 2025 prescribed by the Central Government.
Leading by example, for the benefit of the people
For nearly 16 years as Head of Tra Kieu Tay village (Duy Son commune, Duy Xuyen), Mr. Luu Van An (born in 1966) has always upheld the spirit of responsibility, been close to the people and been an exemplary leader in all movements, contributing to building his homeland to become more and more prosperous.
Dare to think, dare to do
Over the years, Mr. Luu Van An has always pondered, researched, and learned good and effective models to advise and propose to the Tra Kieu Tay village Party cell to issue leadership resolutions appropriate to the practical situation. In particular, focusing on 3 strategic breakthroughs: economic development, investment in infrastructure construction, and creation of a green - clean - beautiful environmental landscape.
Accordingly, Mr. An pioneered in mobilizing people to compete in labor production, effectively applying scientific and technological advances in the cultivation process. Notably, thoroughly implementing the motto "3 together" (same varieties - same season - same cultivation method), combined with the use of row sowing tools in sowing helps local farmers both create a quantity of locally produced seeds and reduce investment costs.
In particular, promoting joint ventures with enterprises to produce 30 hectares of rice seeds per crop, contributing to increasing crop productivity and increasing economic efficiency on the same area. In addition, Mr. An mobilized people to renovate and build 25 model gardens along with decorating home gardens, fences, and green - clean - beautiful gates. According to statistics, on average, each garden brings in an economic value of 30-40 million VND per year.
“If you want people to understand, believe, and follow, you must first set an example and take the lead in local movements. All work must be done democratically, openly, transparently, and for the benefit of the people.”

Mr. Luu Van Tuan - Vice Chairman of Duy Son Commune People's Committee said that thanks to the strong economic development, the lives of people in Tra Kieu Tay village have improved significantly. According to statistics, in 2024, the average income per capita of the village reached 56.4 million VND, an increase of 13 million VND compared to 2020; currently, the poverty rate is 1.1%, a decrease of 0.9% compared to 4 years ago.
Creating infrastructure breakthroughs
Since 2011, when the government had a policy of building new rural areas, Mr. Luu Van An discussed with the Party Committee and Party cells to promote and mobilize local people to donate land and contribute labor days and money to expand traffic infrastructure.
In the past 5 years alone, Mr. An has mobilized 150 households to donate 9,250m2 of residential and production land to expand alley roads and the university route from Go Doi area to Tra Kieu station, poured concrete on 2,381m with a width of 3.5-5.5m, installed 9 traffic signs, 25 street name signs on the roads, 25 road boundary markers with a total investment of 1.62 billion VND...
Mr. Nguyen Phuoc Minh - Party Secretary and Chairman of Duy Son Commune People's Committee said that Mr. Luu Van An also played a key role in building a new cultural life, through the construction of more than 500m of flower roads, mobilizing resources to install exercise and sports equipment in the cultural house, community bookcases, building security camera models, establishing environmental teams to collect waste in residential areas with 100% of households paying environmental fees. In recent years, Mr. An has also worked with the village's military and civilians to mobilize the people and children of his hometown to restore a number of relics with a total cost of 210 million VND...
“With the great efforts of Mr. Luu Van An, Tra Kieu Tay has continuously maintained the title of cultural village for 23 years. In 2020, the village was recognized by the People's Committee of Duy Xuyen district as meeting the standards of a model new rural residential area and is continuing to maintain and improve the criteria according to regulations,” said Mr. Minh.
Take people's trust as motivation
With nearly 20 years of working in the residential area, Mr. Nguyen Thanh Xuan - Party Cell Secretary and Head of An Ha Nam Residential Area (An Phu Ward, Tam Ky City) always considers the people's trust as a driving force to complete his work well.
MR. Nguyen Thanh Xuan was elected by the people to hold the position of Block Chief since 2006, then Party Cell Secretary and Block Chief for nearly 3 terms. Mr. Xuan said that if counting the time he was the previous Secretary of the Youth Union (before 2002, when An Phu ward had not been established - PV), his working time at the grassroots level was more than 20 years.
He is one of the few people working in the village and block with a formal university degree. Previously, he studied in Hanoi for 5 years and graduated from the University of Petroleum.
An Ha Nam block has an area of 225 hectares, including 4 solidarity groups with 445 households, 2,200 people. Along with the speed of urbanization, in recent times, in An Ha Nam, there are 3 newly invested residential areas, with an area of 69 hectares. This is also a very special area, the residents live by many occupations, both agricultural production, trade and services and many households are cadres, civil servants and public employees.
“With such a large and specific area, during my work, I have constantly made efforts to proactively grasp the situation of the people. In addition, I have promptly updated and conveyed policies to the people according to each group of households in agricultural production, trade and services, civil servants…” - Mr. Xuan shared.
In previous years, when the block received investment from superiors in new residential areas, the pressure to mobilize people to comply with the policy of land clearance and resettlement was placed heavily on Mr. Xuan and those involved in the work in the block. However, thanks to the close attention and skillfulness in propaganda and mobilization, the work of land clearance for the projects was basically favorable; the majority of people complied with the policy, and there were no cases of forced enforcement.
In 2024, responding to the movement of the entire people participating in building new rural areas and civilized urban areas, Mr. Xuan and the collective of the block mobilized people to donate more than 1,000m2 of land and architectural structures for the state to invest in building more than 600m of concrete alley roads; upgrading and expanding more than 200m of concrete roads with the width from 3m to 5m; mobilizing people to donate more than 1,000m2 of production land to build new and upgrade 1,500m of intra-field canals to serve production.
“To achieve the above results, in contact with the people, I am always open-minded, listen and not hasty. Many times when I stumble, people do not understand, even if they insult me, I have to be gentle and explain slowly. And especially, I have to always look back at myself to learn from experience. At the grassroots, there are many nameless jobs day and night, but seeing my hometown change and people's lives improve makes me happy,” said Mr. Xuan.
After nearly 20 years of working, Mr. Xuan shared that in order to do well at the grassroots level, he himself needs to promote the spirit of solidarity within the Party cell, the military and the people; must be dedicated, devoted, close, know how to listen and accept people's opinions; must take the lead and be exemplary in all work... In the mobilization work, he must learn from Uncle Ho's teachings, which are "Mind thinks, eyes see, ears listen, feet walk, mouth speaks, hands work".
