Currently, the contingent of QNCN, CN&VCQP, and NLĐ of the Logistics and Engineering Department accounts for more than 88% of the total military force. Most of the QNCN, CN&VCQP, and NLĐ comrades have received basic training at schools inside and outside the Army, of which: 23.5% have university and college degrees; 76.5% have intermediate and primary degrees; some comrades have studied and trained abroad such as the Russian Federation and India. The proportion of QNCN, CN&VCQP, and NLĐ who are party members accounts for 79.6%, always promoting the pioneering and exemplary role of party members in building a strong party organization, a "model, typical" VMTD unit.

As the force directly performing the logistics and technical support work of the military service, the Party Committee and the command of the department always determine that the contingent of military personnel, civil servants and public employees, and laborers has a very important position and role, has been and is the "backbone", the core force in terms of expertise and profession, contributing significantly to the implementation of the key political tasks of the Logistics and Technical Department.

At the ceremony, delegates, officers, soldiers, civil servants, public employees, and workers were discussed by leaders of the units about the leadership and direction of building and promoting the role of civil servants, public employees, and workers. Outstanding civil servants, public employees, and workers reported and shared creative and innovative ways of doing things in the process of studying and working.

The commendation ceremony is an opportunity for the commanders of agencies and units to grasp the thoughts and aspirations of the contingent of civil servants, public employees, and laborers, in order to continue to have policies and measures to pay attention to training, fostering, encouraging, motivating, honoring, and replicating advanced models, and building a contingent of civil servants, public employees, and laborers with sufficient qualities and capacities to meet the requirements of tasks in the new situation.
