Up to now, the Dak Nong Provincial Military Party Committee has 4 grassroots party committees, 1 unit party committee, 31 party cells directly under the grassroots party committees, and unit party committees with 388 party members. The local military bloc, belonging to districts and cities, has 8 grassroots party committees, 28 party cells, and 427 party members.

To implement the construction of the "four-good" party cell model and the "four-good" grassroots party committee, the Standing Committee of the Dak Nong Provincial Military Party Committee has seriously implemented Instruction No. 05-HD/TU, dated January 9, 2024 of the Provincial Party Committee Standing Committee and Instruction No. 19/HD-CT of the Political Department of Military Region 5 on the construction of the "four-good" party cell model and the "four-good" grassroots party committee; at the same time, issued a plan on the construction of the "four-good" party cell model and the "four-good" grassroots party committee, and unified the implementation in the Party Committee and the entire provincial armed forces.

Besides, during the implementation process, the Standing Committee of the Dak Nong Provincial Military Party Committee always thoroughly grasps and concretizes the resolutions and conclusions of the Central Committee and the Central Military Commission on Party building and rectification, improving the quality of grassroots party organizations, party members and promoting the qualities of Uncle Ho's soldiers, associated with the implementation of resolutions of party congresses at all levels for the 2020-2025 term.

The reality of implementing the model of building "four good" party cells and "four good" grassroots party committees in the entire Dak Nong Provincial Military Party Committee in 2024 shows that: Party committees and organizations at all levels have concretized the four contents of "successfully completing political tasks; good quality of activities; good solidarity and discipline; good cadres and party members", determining the content and implementation measures suitable to the characteristics, situation, functions and tasks of each agency and unit, with high feasibility and determination; at the same time, taking the implementation results as the basis for evaluating, classifying the quality and annually rewarding party organizations and party members.

Lieutenant Colonel Phan Thanh Tam, Secretary of the Policy-Mass Mobilization Party Cell, Head of the Mass Mobilization Department, Dak Nong Provincial Military Command affirmed: One of the most obvious changes is that the quality of Party cell activities has been improved. The issuance of leadership resolutions has been closer to the requirements of the task. Thereby, the results of performing the task have also been higher. The Party cell has no cadres or party members violating discipline. Through the 2024 classification assessment, the Party Cell successfully completed its tasks, 100% of Party members successfully completed their tasks or better, of which 20% of Party members excellently completed their tasks". Regarding the Political Department Party Committee, Colonel Y Thao Bkrong, Party Secretary and Political Commissar of the Dak Nong Provincial Military Command, said that the implementation of the "four good" grassroots Party Committee model has become a driving force for the Party Committee to continue to achieve the title of Excellent Party Committee in 2024. The good news is that from 2020 to 2024, the Political Department Party Committee of the Dak Nong Provincial Military Command has maintained the Party Committee's excellent completion of its tasks.

According to the assessment of the Dak Nong Provincial Military Party Committee, after one year of building the "four good" party cell model and the "four good" grassroots party committee, there have been typical party cells and party committees such as: Tuy Duc District Military Party Committee; Political Department Party Committee; Organization - Inspection Party Committee (Political Department Party Committee); Party Cell of Company 9 (Party Committee of Regiment 994); Party Cell of Company 1 (Military Party Committee of Dak Mil District) that have maintained the criteria of excellently completing their tasks.

Compared with the "four good" criteria, in 2024, the Party cells and grassroots Party committees in the Dak Nong Provincial Military Command have led and directed the implementation of and exceeded the targets on military and defense tasks and Party building work. The quality of activities and resolutions of Party committees, Party cells and grassroots Party committees has been improved; promoting the pioneering and exemplary role of cadres and Party members in activities, with more than 70% of Party members participating in giving opinions during the activities. In addition to monthly activities, Party committees at all levels direct Party cells to hold thematic activities at least once a quarter; assign Party members to prepare content close to the requirements of the tasks of the agency and unit. Also in 2024, the entire Dak Nong Provincial Military Command will well implement the motto "the superiors set an exemplary example, the subordinates actively follow"; strictly implement what party members are not allowed to do, thereby fulfilling the criteria of "solidarity, good discipline" and "good cadres and party members".

The results of the assessment and classification of party organizations and party members in the entire Dak Nong Provincial Military Region are evidence of the transformation in building the model of "four good" party cells and "four good" grassroots party committees: In 2024, 41.6% of grassroots party committees completed their tasks excellently, an increase of 18.52% compared to 2023; 20% of party committees and party cells completed their tasks excellently, an increase of 2.46% compared to 2023. In 2025 and the following years, the Standing Committee of the Dak Nong Provincial Military Party Committee determined the goal of building the model of "four good" party cells and "four good" grassroots party committees, which is: Continuing to promote strengths, improve the quality of leadership in performing political tasks, promoting the pioneering and exemplary role of party members in all aspects of work; focusing on overcoming weaknesses and weak points; Commend, reward and replicate typical examples in building the model of "four good" party cells and "four good" grassroots party committees throughout the provincial armed forces; firmly consolidate the national defense posture in the Southern Central Highlands.
